Won Sei-hoon ( Korean : 원세훈 , Hanja : 元 世勳; born January 31, 1951 in Yeongju ) is a former South Korean official and former director of the South Korean intelligence service NIS .

life and career

After his birth, his family moved to Seoul , and Won Sei-hoon was raised there. In 1970 he began to study administration at Seoul University , three years later he passed the state examination for public administration . The following year, he started working for the Seoul City Council and temporarily did his work for the Gangwon-do regional administration . Until 2002 he was u. a. as a senior official responsible for the water supply .

In 2003 he became Deputy Mayor of Seoul and from then on represented Mayor Lee Myung-bak, who was elected the previous year . In 2006 he was awarded an honorary doctorate in political science from the Seoul National University of Science and Technology . From 2006 to 2007 he was a visiting scholar at the Institute of Stanford University .

In the presidential election in South Korea in 2007 , he campaigned for Lee Myung-bak and after his election victory Won became the Sei-hoon in the following year Minister of Public Administration and Security appointed. In January 2009 he was finally appointed director of the South Korean intelligence service NIS. He was known not to rely on the summaries of the reports, but rather to read through all the reports as they were written.

During his tenure, the agency resumed surveillance of civilians on a massive scale and also drew up blacklists in which mainly critics of the Lee Myung-bak government, such as Bong Joon-ho, were included . This practice continued into Park Geun-hye's subsequent tenure . During the investigation against former President Roh Moo-hyun , defamatory false news and ridicule were spread by the NIS, and this continued even after his death. He disadvantaged or fired his employees if they were either critical of him or, in his view, were "left-wing". Together with Kim Jae-chul , who was newly appointed as chairman of the board of the broadcaster MBC , he drove an alleged "normalization" of the broadcaster, in which many critical journalists and programs were taken out of operation and replaced by compliant or uncritical programs and individuals .

In the presidential election in South Korea in 2012 , Won Sei-hoon let his authority, like the military and the police , intervene in favor of Park Geun-hye and led a campaign against Moon Jae-in , who then narrowly lost the election. Both the regular employees of the NIS and organizations outside of it were deployed. Due to the extent of the security agency's involvement in the election, then President Lee Myung-bak is seen as the mastermind behind the illegal activities.

After the presidential election, allegations were made against him, including by former employees. He resigned as director of the NIS in March 2013 and an investigation has started against him. In 2014, he was sentenced to 2 years and 6 months probation, and in 2017 the prison sentence was increased to 4 years without parole. In 2020 another 7 years were added from another procedure.
