Yaşar Topçu

Yaşar Topçu (born January 10, 1941 in Boyabat ) is a Turkish politician.

Life

Topçu was born in 1941 to Ali Mahir Topçu and his wife Raviye in Boyabat on the Black Sea . He studied law at Ankara Üniversitesi and worked as a lawyer after completing his studies.

Topçu joined the Doğru Yol Partisi (DYP) of Süleyman Demirel and was elected to the Turkish National Assembly for Sinop in the 1987 parliamentary election. After the parliamentary elections in 1991 he was appointed transport minister in Demirel's cabinet and was in office until June 25, 1993.

Topçu then joined the Anavatan Partisi (ANAP), whose chairman was Mesut Yılmaz . Topçu was re-elected to the National Assembly in 1995 and in the cabinet of Yılmaz from June 30, 1997 to January 11, 1999 Minister of Public Works and Urban Planning.

His most important project at that time was the construction of the Black Sea coastal road D.010 from Karasu along the Black Sea coast to the Georgian border. The road was planned in the 1960s and started in 1987 under Prime Minister Turgut Özal . But the project had to be temporarily suspended a short time later due to financial problems. When the Black Sea economic cooperation was founded in 1992, the idea was taken up again. Prime Minister Yılmaz tasked Topçu with resuming construction work, which was secured by foreign loans.

In the April 1999 election , Topçu was able to defend his seat in parliament. Yaşar Topçu later became a member of the Democrat Parti (DP) and was temporarily chairman of the party in his home province.

Charge of abuse of office

When it became public that the tenders for the road construction had not been issued in accordance with the law, a parliamentary committee of inquiry was set up. In its report, the Commission stated that Topçu had entered into collusion in the tenders and accused him of abuse of office. However, on July 29, 2000, Parliament rejected his motion to try him in the State Court of Justice ( Yüce Divan ).

On January 6, 2004, a committee of inquiry was set up again to re-examine the allegations against Topçu. The commission met several times between April 13 and October 27, 2004 and subsequently confirmed the committee's allegations from 2000. It was recommended that Topçu be charged with “manipulation of tenders” and abuse of office before the State Court of Justice. After the Parliament gave its approval this time, the case was heard by the Court of Justice from November 11, 2004 to May 26, 2006. The Supreme Court found Topçu guilty of abuse of office on seven counts in relation to the tenders for the construction of the Black Sea route, but not of the bid manipulation. Nevertheless, he did not have to start the prison sentence due to an amnesty.
