The Yılmaz I cabinet was the 48th government of Turkey , which was headed by Prime Minister Mesut Yılmaz from June 23, 1991 to November 20, 1991 . After the victory of the Motherland Party ( Anavatan Partisi ; ANAP) in the election of October 29, 1987 , Turgut Özal formed a new government. On October 31, 1989, Özal was elected President of Turkey and therefore gave the office of Prime Minister Yıldırım Akbulut. Yılmaz was initially foreign minister in the cabinet, but resigned on February 20, 1990 due to disagreements over Turkish Iraq policy during the Second Gulf War . In June 1991 he was elected the new chairman of the ANAP in a battle vote. Akbulut then resigned and Yılmaz became the new Prime Minister on June 23, 1991 with the Yılmaz I cabinet. In the general election in November of the same year, the ANAP was punished. Party felt, internal wing struggles and favoritism, however, weakened the ANAP severely during this time and the party lost the election. The True Path Party (DYP) was clear election winner and presented with Süleyman Demirel the new prime minister.
