The Demirel VII cabinet was the 49th government of Turkey , which was headed by Prime Minister Suleyman Demirel from November 21, 1991 to June 25, 1993 .
After the Anavatan Partisi (ANAP) under Turgut Özal was the dominant party in the 1980s after the 1980 military coup and was able to rule alone, popular support dwindled at the end of the decade due to favoritism and internal party disputes. After Mesut Yılmaz had won the power struggle in the ANAP against the previous prime minister Yıldırım Akbulut and was elected prime minister, he decided to hold early elections to break away from the downward trend of the ANAP.
The Doğru Yol Partisi (DYP) won the election in October 1991 with 27% and 178 seats in parliament. The ANAP held up well, but could only be the second strongest force with 115 seats, followed by the social democrat Halkçı Parti (SHP) with 88 seats. DYP and SHP were able to agree on a coalition and DYP party chairman Süleyman Demirel became the new prime minister. His deputy was the SHP chairman Erdal İnönü .
On May 16, 1993, Süleyman Demirel was elected to succeed the late President Turgut Özal . Due to the provisions of the Turkish constitution, he had to give up his position as prime minister and chairman of the DYP. On June 13, 1993, the DYP elected Tansu Çiller as the new party leader and on June 25, the coalition elected the country's new prime minister. Between May 16 and June 25, Deputy Prime Minister İnönü ran the Prime Minister's affairs.
