Köksal Toptan (* 1943 in Rize ) was Parliamentary President of the Grand National Assembly of Turkey from 2007 to 2009 .

Toptan graduated from Istanbul Law Faculty and worked as a lawyer.

Before the military coup in September 1980, he was Minister of State in the cabinet led by Suleyman Demirel . In June 1991 Demirel reappointed him as Minister of Education in his government, of which he was a member until June 1993. Under Prime Minister Tansu Çiller , Toptan, who at that time was a member of the conservative ruling party DYP, was Minister of Culture from November 5 to 30, 1995.

In the parliamentary elections on July 22, 2007 , Köksal Toptan was elected to parliament as a candidate for Adalet ve Kalkınma Partisi (AKP) from Zonguldak Province . On August 9, 2007 , the election of the President of Parliament took place. Toptan was elected to office in the first ballot with 450 out of 549 votes.

Toptan received an honorary doctorate from the Kafkas Üniversitesi in 2008 .
