The Akbulut Cabinet was the 47th government of Turkey , which was led by Prime Minister Yıldırım Akbulut from November 9, 1989 to June 23, 1991 . After the victory of the Motherland Party ( Anavatan Partisi ; ANAP) in the election of October 29, 1987 , Turgut Özal formed a new government. On October 31, 1989, Özal was elected President of Turkey and therefore gave up the post of Prime Minister. Deputy Prime Minister Ali Bozer took over the affairs of state until the election of Yıldırım Akbulut with the Akbulut cabinet.

Foreign Minister Mesut Yılmaz resigned from his position as Foreign Minister on February 20, 1990 due to differences of opinion on Turkey's Iraq policy during the Second Gulf War . In June 1991 he was elected the new chairman of the ANAP in a battle vote. Akbulut then resigned. On June 23, 1991, Yılmaz I became the new Prime Minister with the cabinet .
