The Yılmaz II cabinet was the 53rd government of Turkey , which was headed by Prime Minister Mesut Yılmaz from March 6, 1996 to June 28, 1996 .

After the CHP under Deniz Baykal withdrew from the coalition government with the Doğru Yol Partisi DYP from Tansu Çiller , there was a transitional government and new elections. The election of December 24, 1995 was won by Necmettin Erbakan's Islamic Refah Partisi (RP) . Çillers DYP was only third strongest behind the Anavatan Partisi (ANAP). Since the subsequent formation of a government was difficult, the transitional government remained in office until March 6 of the following year. Both DYP and CHP lost votes and were unable to continue the coalition.

The winner of the election was the Islamist RP with 21.4% of the vote. However, none of the other parties wanted to form a coalition with the RP. The second strongest force was the DYP from Çiller, which received only 19.36% of the vote, but had more seats in parliament because of the electoral law than the third strongest party, the Anavatan Partisi (ANAP) with 19.65%. ANAP and DYP started coalition talks, but could not agree on a joint government, so the ANAP had to start negotiations with the RP, which had previously been branded as anti-constitutional by all other parties.

Only after the Chief of Staff visited Tansu Ciller, DYP and ANAP agreed three months after the election on the formation of a minority coalition, which was tolerated by the Democratic Sol Parti (DSP) and the Cumhuriyet Halk Partisi (CHP). According to the agreement, on March 7, 1996, the ANAP chairman Mesut Yılmaz was first elected Prime Minister, after two years Çiller was to take over the government again. For legislative proposals, the parties either needed the approval of the DSP or the CHP.

At the end of May 1996, however, Çiller resigned the coalition after a dispute over its alleged involvement in irregularities during privatization sales by her previous government. In order to forestall a vote of no confidence requested by the RP, Yılmaz resigned on June 6th. Subsequently, the President again entrusted Erbakan as chairman of the strongest parliamentary group with the formation of a government, which this time managed to form a coalition with the DYP.
