The Erim I cabinet was the 33rd government of Turkey , which was led by Prime Minister Nihat Erim from March 26, 1971 to December 11, 1971 .
In the election for the National Assembly in Turkey in 1969 , the ruling Adalet Partisi (AP) won and provided the government. However, this broke up on February 11, 1970 after Demirel failed to pass the budget. Demirel resigned, but was able to organize a majority for the new government and budget. In the months that followed, however, there were upheavals in economic policy and, as a result, violent clashes between left and right-wing radicals and brutal attacks. After the government lost a majority in parliament and was unable to restore order and security in the country, the chief of staff issued a memorandum on March 12, 1971 calling on parliament to organize a strong and independent government, that of anarchy and prevent violence by democratic means and initiate reforms, otherwise the military would take over the business of government. Demirel then resigned in protest.
President Cevdat Sunay subsequently tasked the lawyer and former CHP minister Nihat Erim with forming a government. In order to be considered independent, Erim resigned from the CHP and appointed a cabinet of independent experts and members of the AP and the CHP. When CHP party chairman İsmet İnönü supported the solution, opposition leader and CHP general secretary Bülent Ecevit resigned in protest.
Erim appointed World Bank economist Atilla Karaosmanoğlu and CHP MP Sadi Koçaş two well-known reformers as deputy prime ministers. But the cabinet was determined by a majority unwilling to reform. As the military in the National Security Council pushed for a stabilization of order and quiet, parliament on April 27 declared martial law in eleven of the country's 67 provinces. As a result, there were mass arrests of trade unionists, members of the Turkish Socialist Workers' Party (TIP) and intellectuals. The constitutional court banned the TIP and the pro-Islamic Millî Nizam Partisi by Necmettin Erbakan . Strikes were banned and freedom of the press restricted.
When Erim named Mesut Erez, a confidante of Demirel, as deputy prime minister in early December , the reformers resigned and the government collapsed.
