Osman Olcay

Osman Esim Olcay (born January 17, 1924 in Istanbul , † September 12, 2010 in Ankara ) was a Turkish diplomat and foreign minister.

Olcay graduated from the Saint Joseph Fransız Lisesi and the Faculty of Political Science at Ankara University . He then worked in the Turkish Foreign Ministry as a secretary and consul. Olcay later took on tasks in the Turkish contingent of NATO .

He was ambassador to Helsinki and New Delhi . In 1968 he was appointed First Deputy Secretary General of NATO. Olcay was foreign minister in the first cabinet of Prime Minister Nihat Erim from March 1971 to December 1971 . He was also Turkey's chief delegate to the UN. Between 1978 and 1988 he was Turkey's permanent representative to NATO .

In 1989, Olcay retired.
