İhsan Sabri Çağlayangil (* 1908 in İstanbul , Ottoman Empire , † December 30, 1993 in Ankara , Turkey ) was a Turkish bureaucrat, politician and three-time foreign minister of Turkey.

Çağlayangil graduated from İstanbul Lisesi and in 1932 the Faculty of Law at Darülfünun . He worked in various functions in the Emniyet Genel Müdürlüğü . As a young civil servant, İhsan Sabri Çağlayangil organized the trial for those accused of the Dersim uprising in 1937.

In 1945 he was District Administrator (tr: Kaymakam ) Ahlats . Çağlayangil was governor of Yozgats in 1948, Antalyas in 1950 , Çanakkales in 1953 and Sivas in 1954 . From 1954 to 1960 he was governor of Bursa . İhsan Sabri Çağlayangil was active in the Democrat Parti . After the National Unity Committee couped on May 27, 1960, he was arrested and spent a total of six months on Yassıada Prison Island and in Balmumcu Prison. After six months, Çağlayangil was released without ever being charged.

1961 Çağlayangil went actively into politics. He was elected Senator of the Bursa Province for the Adalet Partisi . On February 20, 1965, he was appointed Minister of Labor in the Suat Hayri Ürgüplü government. He became foreign minister in the Demirel government founded after the parliamentary elections of 1965 .

On March 12, 1971 , the Turkish Armed Forces wrote a memorandum. As a result, the government resigned and Çağlayangil lost his post. However, he remained in the Adalet Partisi and was still a senator. In the I. Government of the Nationalist Front ( I. Milliyetçi Cephe hükümeti ) founded by Suleyman Demirel in 1975 , Çağlayangil was again appointed Foreign Minister. In 1977 he again became Foreign Minister in the Second Government of Demirel's Nationalist Front. He remained in that office until the government resigned in December 1977 due to a lost vote of confidence . In the mid-term elections of November 1979, Çağlayangil was elected President of the Senate of the Republic.

He represented the President Fahri Korutürk , whose term of office had expired on April 6, 1980, until the military coup of September 12, 1980. After 1983 the founding of political parties was allowed again, Çağlayangil got involved in the founding of the Büyük Türkiye Partisi . After the party was banned by a decision of Millî Güvenlik Kurulu , Çağlayangil was interned in Zincirbozan from June 1, 1983 to September 30, 1983, along with some politicians from the Adalet Partisi and Cumhuriyet Halk Partisi . Although the ban on political activity was lifted by a referendum on September 6, 1987, Çağlayangil announced in November 1990 that he was withdrawing from politics.

He died on December 30, 1993 and was buried in the Zincirlikuyu cemetery in the Şişli district of Istanbul.
