Turan Güneş

Turan Güneş (* 1921 in Kandıra , Ottoman Empire ; † April 9, 1982 in Çanakkale , Çanakkale Province ) was a Turkish legal scholar , university professor and politician of the Democrat Parti (DP), the Hürriyet Partisi (HP) and later the Cumhuriyet Halk Partisi ( CHP), who was a member of the Grand National Assembly and was foreign minister from 1973 to 1974 . He was also Deputy Prime Minister between June and July 1977.

Life

After attending the renowned Galatasaray High School (Galatasaray Lisesi), Güneş completed a law degree at the University of Istanbul and the University of Paris . In 1945 he first became a research assistant at the Faculty of Law at Istanbul University and, after earning a doctorate in law in 1954, also lectured there.

In the election of May 2, 1954 , Güneş was elected to the Grand National Assembly for the Democrat Parti , where he represented the interests of the Kocaeli Province during the tenth legislative period from May 14, 1954 to September 12, 1957 . On December 20, 1955, he was one of the co-founders of the Hürriyet Partisi, along with Fuad Köprülü , Fevzi Lütfi Karaosmanoğlu , Fethi Çelikbaş , Feridun Ergin and Mükerrem Sarol . After the dissolution of HP on November 24, 1958, he moved to Cumhuriyet Halk Partisi , whose board member he became in 1961. In 1965 he took over a professorship for administrative law at the Faculty of Political Science at Ankara University .

In the election of October 14, 1973 , Güneş was re-elected as a member of the Grand National Assembly for the CHP and, after being re-elected on June 5, 1977, represented during the 15th and 16th legislative periods from October 14, 1973 until the military coup on December 12 September 1980 again the interests of the Kocaeli Province. During this time he was also a representative of Turkey in the Parliamentary Assembly of the Council of Europe .

On January 25, 1974 he was appointed Foreign Minister (Dışişleri Bakanı) by Prime Minister Bülent Ecevit in his first government, replacing Haluk Bayülken . He held the office of foreign minister until November 7, 1974 and was then replaced by Melih Esenbel . During his tenure, the north of the island of Cyprus was occupied by the Turkish armed forces .

Prime Minister Ecevit appointed Güneş on June 21, 1977 alongside Orhan Eyüpoğlu as Deputy Prime Minister (Başbakan Yardımcısı) in his second government, which he belonged to until its end on July 21, 1977. At the same time he acted in this government as one of the ministers of state (Devlet Bakanı) .
