Ümit Haluk Bayülken (* 1921 in Istanbul ; † April 26, 2007 in Ankara ) was a Turkish diplomat and politician . He was foreign minister and defense minister of his country.

Life

Bayülken was born in Istanbul in 1921. After visiting Haydarpaşa Lisesi in Istanbul, he studied political science at Ankara University from 1939 and graduated in 1943. Between 1945 and 1947 he did his military service.

Bayülken died on April 26, 2007 in Ankara. He was in the cemetery after a mourning ceremony in front of the Foreign Ministry, in which high-ranking politicians such as the then incumbent President Abdullah Gül , the former Prime Minister and State President Süleyman Demirel and the former Prime Minister Bülend Ulusu took part, and the funeral prayer in the Kocatepe Mosque Karşıyaka is buried in Ankara.

Bayülken was married to Fatma Valih. The couple had two children.

Career as a diplomat

In 1943 he became an employee of the Ministry of Foreign Affairs and held various positions. As Consul General in Frankfurt in 1947, he helped bring more than 20,000 Turks back from refugee camps.

Between 1963 and 1966, Bayülken taught international law in the Political Science Faculty at his alma mater . In July he was appointed the Turkish ambassador in London. In August 1969 he became Permanent Representative of Turkey to the United Nations and remained in office until he was replaced by Osman Olcay on January 1, 1972 . In November 1974 he was elected Secretary General of the Central Treaty Organization (CENTO).

Career as a politician

Although Bayülken was not a member of parliament, he was appointed Foreign Minister in the 34th, 35th and 36th Governments of Turkey and was in office from December 11, 1971 to January 26, 1974. Between 1974 and 1980 he was Secretary General of the Turkish President Fahri Korutürk .

According to the Turkish constitution of 1961, the president could send 15 members to the Turkish Senate. On May 16, 1980 Bayülken was appointed Senator by President İhsan Sabri Çağlayangil . But he lost his seat again in the military coup in Turkey in 1989.

In the 44th government of Turkey he was appointed defense minister of his country from September 20, 1980 after the military coup by the Millî Güvenlik Kurulu (National Security Council). After the parliamentary elections in 1983, he remained in office until a new government was formed on December 13, 1983.

In the election he was elected MP of the Province of Antalya for the Milliyetçi Demokrasi Partisi (MDP). After the dissolution of the party in 1986, he remained as an independent member of parliament until the end of the legislature.

From 1994 to 1997 he was President of the Atlantic Treaty Association .
