The Bayar II cabinet was the tenth government of Turkey, led by Celâl Bayar from November 11, 1938 to January 25, 1939 .
In the parliamentary elections for the Turkish National Assembly on February 8, 1935 , only Mustafa Kemal Ataturk's Cumhuriyet Halk Partisi was allowed. The previous Prime Minister İsmet İnönü was charged with forming the government . While Ataturk increasingly withdrew from day-to-day business, İnönü took more and more control over government affairs and the party affairs of the CHP. Only when Ataturk did not like the government's decisions did he act immediately, and then over and over his prime minister. The break came in September 1937 when Ataturk gave instructions to the Turkish Foreign Minister that directly opposed those of İnönü. İnönü then complained and was urged by Ataturk to go on vacation for "health reasons". A few days later, Economics Minister Bayar took over the office of Prime Minister temporarily, and then finally on October 25, 1937.
Ataturk died in Istanbul on November 10, 1938. The very next day, İsmet İnönü was elected as the new president by the Grand National Assembly of Turkey . As a result, the government was dissolved and Bayar was again charged with forming a government. Bayar hardly changed his cabinet. Interior Minister Şükrü Kaya and Foreign Minister Tevfik Rüştü Aras had to give way to Refik Saydam and Şükrü Saracoğlu . Ataturk's policy essentially continued.
