Transitional government
A special feature of Turkish constitutional law is the form of the transitional government (preliminary council of ministers). The ministers of the interior, justice and transport must resign before general elections. Their posts are then assigned by the Prime Minister to politicians who are not party to any party. This transitional government will remain in office until the newly elected parliament meets. The aim of this rule is to ensure that parliamentary elections take place impartially. These transitional ministers are entitled to a ministerial pension after this short, usually 2-3 month term of office. This fact is criticized.
