The Saydam I cabinet was the eleventh government of Turkey, led by Refik Saydam from January 25, 1939 to April 3, 1939 .

Ataturk died in Istanbul on November 10, 1938. On the following day, the former Prime Minister İsmet İnönü was elected as the new President by the Grand National Assembly of Turkey . As a result, the government of Prime Minister Celâl Bayar was dissolved and he was again charged with forming a government. After a few days in office, Bayar resigned. The previous Interior Minister Saydam was the new head of government. After the elections on March 26, 1939, the government remained in office until the new cabinet was formed on April 3, 1939.
