The Yılmaz III cabinet was the 55th government of Turkey , which was headed by Prime Minister Mesut Yılmaz from June 30, 1997 to January 11, 1999 .
The election of December 24, 1995 was won by Necmettin Erbakan's Islamic Refah Partisi (RP) with 21.4% of the vote. Çillers DYP was only third strongest behind the Anavatan Partisi (ANAP). However, Çiller's DYP (19.36%) had more seats in parliament than the ANAP with 19.65% due to the right to vote.
DYP and ANAP agreed three months after the election to form a minority coalition that was tolerated by the Democratic Sol Parti (DSP) and the Cumhuriyet Halk Partisi (CHP). Already at the end of May 1996, Çiller resigned the coalition after disputes and Yılmaz resigned on June 6th. Then President Erbakan, as chairman of the largest parliamentary group, charged with forming a government. Erbakan managed to form a coalition with the DYP. But the military leadership did not accept the Islamist-led government. The military intervened and, on February 28, 1997, adopted comprehensive measures to reduce religious influence on the state. In May, the public prosecutor's office initiated a ban on the RP for violating the constitution by instrumentalizing Islam for political purposes. On June 30, 1997, Erbakan resigned.
Despite the efforts of DYP, RP and Büyük Birlik Partisi (BBP) to form a new government led by Tansu Çiller, President Demirel tasked the leader of the Motherland Party (ANAP), Mesut Yılmaz, with the formation of a government. On June 30, 1997, Yılmaz concluded a new coalition government with the Democratic Sol Parti (DSP) under Bülent Ecevit and the Democrat Türkiye Partisi (DTP) under Hüsamettin Cindoruk , which had split off from the DYP after the military intervention. The Cumhuriyet Halk Partisi (CHP) tolerated the minority cabinet.
The CHP withdrew its support for the government on January 11, 1999 after a scandal surrounding the Türkbank became public, involved the government, private companies and organized crime.
