Passi was born in 1789 into a noble family in the province of Bergamo. Passi joined the seminary and was ordained to the priesthood on 13 March 1813. With the help of his brother, Marco, he founded the Pious Society of Saint Dorothy in 1815 for Christian education for children and adolescents.
