The Indian Institute of Planning and Management (IIPM) is an educational research-based institute that offers MBA and BBA programs. As per the institute, it is the world's largest business school in terms of number of students [1]. Established in 1973, it is headquartered in New Delhi, and has a campus in New Delhi and branches in Mumbai, Chennai, Ahmedabad, Bangalore, Pune and Hyderabad. It is also setting up campuses in Dubai[2][3], London, Brussels, Singapore, Beijing and New York[4]. The institute offers courses in National Economic Planning and Entrepreneurship. The Founder Director of IIPM is Dr. M. K. Chaudhuri, a professor from IIM-Bangalore and XLRI [citation needed], and the Honorary Dean is Arindam Chaudhuri. The institute aims at initiating training and research on problems of development that must be solved for realising planned national objectives.[5] IIPM believes that in the light of globalisation, it is imperative to train a new generation of entrepreneurial managers who can face the emerging global challenge of international markets with confidence, while remaining committed to eradicate poverty of Indian masses within a generation. To that effect, organisations like the World Bank have profiled IIPM alumni as being the world's top social entrepreneurs[6]. The Institute has set before it the twin tasks: to reorient education and research towards the needs of both public and private sectors and to establish the link between the national economic planning and the development of private enterprises in the country. It aims at developing a three dimensional personality in its students: pursuit of knowledge; commitment to economic, social and cultural upliftment of masses and cultivation of taste for literature and fine arts.[7]

History

Dr Chaudhuri undertook his studies, an M Sc, Ph D, & D Sc from the Berlin School of Economics, Germany. His Ph D thesis was on solving the unemployment problem in India by promoting small scale, cottage and village industries and his D Sc thesis was on reforming the International Monetary System. At 32 he was professor of economics at XLRI, Jamshedpur and at 35 he was professor of economics at IIM, Bangalore. He was the founding director at Institute of Management Technology, Ghaziabad.

The genesis of IIPM goes back to the sixties. A proposal by Dr Chaudhuri to set up the institute under the name of Institute for Planning and Administration of National Economy was forwarded to Jawaharlal Nehru, the then Prime Minister and Chairman, Planning Commission. A study tour was undertaken by Dr M K Chaudhuri during 1964-65 to acquire first hand knowledge about the working of similar institutions in Europe. A working paper on regional planning was circulated under the name of Indian Institute of Planning in 1969. In 1973, he resigned as professor at Indian Institute of Management Bangalore to establish "Indian Institute of Planning and Management" in New Delhi. The first post graduate diploma programme of the institute commenced on 12 August 1974.[8][9]

Taught programs

IIPM offers two courses:

  • A 2-year full time Postgraduate Programme in Planning and Entrepreneurship (MBA degree from IMI, Belgium)
  • A 3-year full-time Undergraduate Programme in Planning and Entrepreneurship (BBA degree from IMI,Belgium)

In the first year, core subjects such as Marketing, Accounting, Finance, Economics and Organizational Behavior are covered. In the second year, the Marketing and IT papers are compulsory, and students pick a major in Human Resource or Finance. The postgraduate program has 1920 contact hours.

IIPM's internal research orientation has helped it develop its own subjects like “Beyond the principles of management and economics” in which graduate and post graduate students are taught concepts like survival of the weakest, the law of increasing marginal utility, apart from the age old concepts of survival of the fittest in the market economy and law of diminishing marginal utility.[10]

All students of IIPM are sent on a 21-day compulsory trip to developed countires of Europe and USA to study the Global Opportunities and Threat Analysis programme (GOTA)[11]. The GOTA programme involves exclusive audiences of IIPM students with the management of top-notch organisations, where they get a first hand exposure of how businesses are run. The programme is organised in batches of about 60 students and the whole itinerary is drawn up before hand as appointments and visits are fixed to the leading organisations in the world — not only corporate but political and economical as well. Students regularly visit the United Nations, the World Trade Organisation, the World Intellectual Property Organisation (WIPO), and the World Bank, apart from corporate giants such as Nestle, EADS, UBS, Zurich Insurance and Citibank and even educational institutes such as Webster University, Oxford. The reason this programme was instituted was to expose students first hand to the workings of the global economy. Initially optional, it is now compulsory, which underscores the criticality of the programme.

Accreditation

According to the institute, IIPM is an academically independent and autonomous body, without affiliation to any university. IIPM's programmes do not fall under the purview of AIU, AICTE, UGC and similar government-established regulatory bodies.[12] The Government of National Capital Territory of Delhi, India, officially lists IIPM as one of the management institutes operating out of Delhi.[13] IIPM is not recognized by the University Grants Commission or AICTE [14], and according to the institute, it has not sought de jure recognition from any statutory body or accrediting authority [15]. The degrees awarded by IIPM are issued by International Management Institute (IMI), Belgium.[16] In October 2005, the University Grants Commission raised objections over IIPM offering technical degrees. IIPM clarified that it never offered the MBA, BBA degrees (these were, are, and continue to be offered by IMI, Belgium), and that its print advertisements always carried (and continue to carry) the term "superior to MBA and BBA" degrees to describe IIPM's certifications. As of January 2007, the online prospectus mentioned awarding of MBA and BBA degrees.[16]

Placements

IIPM has consecutively been successful in maintaining a 100 percent placement record. More than 300 companies and many Fortune 500 companies, including PwC, Coke, J.M. Morgan Stanley, Prudential ICICI, GE, Standard Chartered, Asian Paints, ITC, A.T Kearney, American Express, PepsiCo, Citibank, LG, Electrolux and many more have visited all the IIPM campuses across the country. The institute has also shown an increase in its international placements. According to the institute, the highest annual package in the international placements this year was of Rs.2.85 million. As per media reports, over 30 students have been placed internationally in various companies spread across diverse industries. It has also been reported that IIPM now has seven international placement offices in Dubai, Singapore, London, Sydney, Toronto, San Francisco and New Jersey. [17][18][19]

Admission

The admission test of IIPM is known as E-PAT (Entrepreneurship & Planning Admission Test). This test is based upon a written test, group discussion and inter view. According to the institute, the testing process stresses more on Emotional Quotient as against Intelligence Quotient. The selection to IIPM is based on the composite score of the written test, group discussion and personal interview. E-PAT is conducted in 15 centres located in different parts of India.

Admission to the two-year programme in National Economic Planning and Entrepreneurship is open to graduate applicants across all disciplines. For the three-year programme in National Economic Planning and Industrial Entrepreneurship is open to all applicants who have completed their senior secondary schooling. According to the website of the institute, candidates with mathematics background at Higher Secondary Level are preferred.[20]

The aggressive advertising policy of IIPM made it the highest advertising brand in the print medium for May 2005. IIPM reportedly spent Rs 51 million (~$1.13 million) on advertising in the month of May 2005. The advertisement related spending of IIPM was reported to be high throughout the time when students start applying for admission to colleges.[21]

Faculty

IIPM has over 250 full-time faculty and over 150 visiting members. 35% of all faculty are females. [22]. About 20% of its faculty have a doctoral degree [1]. Unlike most other business schools, the school has been able to build up its teaching faculty in India by recruiting its graduating MBA students.[1].

IIPM has separate permanent faculty for its different campuses. Of the 84 faculty members in its New Delhi campus, 10 hold PhD degrees and 58 are MBAs. In its Chennai campus, the total number of faculty is 55 out of which 5 are PhD holders and 26 are MBAs. The Bangalore campus of IIPM has a total faculty strength of 29, out of which 4 are PhDs and 10 are MBAs. In the Mumbai campus, the total faculty strength is 38 out of which 2 are PhD holders and 10 are MBAs. The Pune campus has a total of 52 faculty members, but there are no PhD holding faculty in the campus, and the number of MBA degree holders is 11. Its Hyderabad campus has 51 faculty members, out of which 13 hold PhD degree and 22 have MBA degrees.[23] Though the IIPM website lists the degrees held by each faculty member, it does not specify where these degrees have been earned from. Per institute's own admission, most of the permanent faculty members are IIPM alumni.[22]

Prof. A. Sandeep is Dean - India and Prof. P. Majumdar is Dean - Academics. Arindam Chaudhuri is Dean. The regular faculty of the institute comprises alumni of IIPM, as well as visiting professors.[24] IIPM faculty conduct Executive Education programs, some of which are in collaboration with faculty from Harvard, Stanford, Wharton, INSEAD and other business schools.[25] Some faculty members such as Dean Arindam Chaudhuri, Prof Prasoon Majumdar, Prof A Sandeep, Prof Prashanto Banerji and Chair - Global Outreach Program Siddharth Nambiar are also editors of Business & Economy, a fortnightly business and policy analysis magazine.

International Associations

Stanford University is partnering with IIPM to conduct strategy workshops in India. The Stanford Centre for Professional Development collaborated with the IIPM to conduct three-day workshops on ‘Dynamic Corporate Strategy’ in New Delhi in November 2006. [28]

According to IIPM, in association with Indiatimes (the online portal of The Times of India, a well-read English newspaper and media group in India), the institute has arranged seminars by Stephen Covey, Philip Kotler, Joel Stern, Zig Ziglar and Jack Canfield, in India [citation needed].

IIPM is a member of CEEMAN (Central and East European Management Development Association),[29] which is a global network of management institutions. CEEMAN organises courses, seminars and conferences for educators.

IIPM has also partnered with UNDP in India for the Leadership For Results programme for people living with HIV/AIDS, along with INP+ and NACO.[30] In 2003, IIPM conducted leadership workshops for the targeted group.[31]

With Yale School of Management, IIPM brings out the landmark Yale-IIPM Stock Market Analysis Report[32][33]

  • 4Ps: A fortnightly magazine that caters to the marketing & advertising industry's needs
  • The Sunday Indian: A weekly newsmagazine published in five languages across the country

Industry Interface

According to the institute, it regularly has public leaders, professional managers and entrepreneurs delivering seminars to the students. TN Seshan, Mohammed Yunus, Sharad Pawar, Bibek Debroy, Infosys' N. R. Narayana Murthy and many others have visited IIPM [citation needed]. It has been ranked 2nd in industry interface by Business Barons.[37][38][39][40]

Seminars at the IIPM Pune campus include speakers who are senior managers from Tata group, Ernst & young and leading consultants.

Cultural Activities

IIPM organises AAGMAN (a cultural evening) and A-MAZE (a 3-day festival) every year at each campus. Effectively, this means 7 cultural events and 7 b-school festivals each year across the country. AAGMAN is organised completely by IIPM students, and involves a fashion show, multiple choreographies, and theatre. A-MAZE is sponsored by industry, and attracts leading b-schools from across the country. Business plan competitions, debates and quizzes take place on campus, as participants compete for grand prizes. A-MAZE always ends with a rock show, which attracts several thousand fans. B-schools like FORE School, IIFT, MDI, International Management Institute, JIMS, ICFAI, and DU colleges like Jesus and Mary College, Shaheed Bhagat Singh College, Kamla Nehru College, Gargi College, Lady Shriram College flock together [34] [35]

Ranking

IIPM states that "Rankings don't matter" and it has "strong reservations on the methodology applied by most of the magazines to rank b-schools".[41]

Despite this, according to The Times of India, one of the leading media groups in India, the institute has been ranked 4th, next only to IIM Ahmedabad, Bangalore and Calcutta, in terms of industry interface according to a recent survey of the top 50 B-schools.[42][43][44]

Methodology The survey used a sample of 526 respondents comprising MBA aspirants, current MBAs, human resource professionals, young executives and functional heads of organisations. The schools were ranked using AC Nielsen's Winning Brands model. Respondents were asked to rank 30 shortlisted Business-schools on eight parameters - reputation, success of placement, quality of placement, infrastructure, faculty, teaching methodology and specialisation and admission eligibility. Based on the scores on different parameters, the model calculates the Brand Equity Index (BEI) for each school.[45]

Zee News

  • Zee News, an Indian media house, mentions IIPM as being one of the 100 "prominent management institutes" in India. Though the media listing claims to be as on the current date, the article contains no details on how the results were obtained. Additionally, the list also mentions various other Indian management institutes, like IIM Ahmedabad, IIM Kolkata, IIM Bangalore, MDI etc.[46]

The Business Barons Business-School Study

Business Barons, one of the four business magazines in India, ranked IIPM ranked 8th overall in its all India survey of business schools, and 2nd across India in terms of the parameter of Industry Interface (Source: Business Barons. Jan 31, 2005; pg 65). This was a survey that was done completely by the editorial desk of the magazine. The methodology used, as per the magazine, is as follows: Five parameters were used for the qualitative rankings - infrastructure, placement salaries commanded, depth of industry interface, quality of course contents and quality of students.[47][48][49][50]

Outlook C-Fore

The Outlook C-Fore Business-School survey[51] had ranked IIPM Delhi 4th in Industry Interface, 7th in International Linkages, and 8th in Extra Curricular activities in 2003. C-Fore later issued a clarification in Outlook removing IIPM from its survey[52], stating that it had "received serious complaints about the veracity of information given by them".

JAM magazine and advertising claims

In its June 2005 issue, JAM (a youth magazine) carried an article (named IIPM: Tall Claims) that claimed that IIPM's advertisements were misleading. The specific article in JAM also stated that IIPM uses ranking that have now been withdrawn by Outlook C-Fore B-School survey. [54]

Rashmi Bansal, the editor of the JAM magazine, published similar content in her blog, and this story was picked by many other bloggers as well. On 4 October 2005, IIPM sent legal notices to Rashmi and Gaurav Sabnis (another blogger who posted similar content) threatening to sue them for libel.[55] Businessworld magazine, of which Rashmi Bansal is a consulting editor [citation needed], in its October 2005 issue, covered the issue. The magazine reported that facilities including the swimming pool, 300-seater auditorium, seven amphitheatre classrooms, and mini golf course were restricted to IIPM's Delhi campus only. IIPM, in response to these findings, stated that "We have only one campus. The rest are branches." The magazine also reported that the average age of IIPM faculty is 27 years, and the international faculty mentioned in IIPM's advertisements only gave one-time lecture to the students. Both JAM and Businessworld magazine stated that the institute refused to provide them with detailed statistics on student placement.[24]

IIPM issued a statement countering the allegations raised by the magazines. IIPM said that these allegations were a result of inferiority complex that IIM alumni (like Rashmi Bansal and Gaurav Sabnis) suffered due to IIPM (referring to IIPM's 'Dare to think beyond IIM' positioning statement), and that the articles were shallow lies, and an attempt to spread baseless rumours.[56] The Outlook magazine as well as CNBC-TV18 covered the legal tussle between the IIPM and other bloggers.

UGC and AICTE objections

In October 2005, both UGC and AICTE raised objection over IIPM using the term 'Indian Institute' as part of its name. [57] The UGC also said that the IIPM cannot give MBA and BBA degrees as these can only be given by universities recognised by the UGC.[14]. IIPM confirmed that they never offered the MBA, BBA degrees (and that those were offered by IMI Belgium), and that IIPM advertisements had, and continue to promote their certifications as being "superior to MBA and BBA" courses. The words "superior to" were in a much smaller font than "MBA" and "BBA". In December 2005, AICTE raised objections over IIPM awarding degrees in foreign collaboration, and sent notice to IIPM detailing the objections. According to AICTE, as per its guidelines on foreign collaboration that came into force since 15 May 2005, IIPM is not approved to give such degrees.[58] IIPM stated it has not, and will not apply for AICTE recognition as its programmes fall out of the purview of AICTE.[15].

Plagiarism

In August 2006, a USA Today article about plagiarism on the internet mentioned that a column by Jack and Suzy Welch was posted on the IIPM website below Arindam Chaudhuri's photo without attributions to either BusinessWeek or Jack and Suzy Welch. IIPM subsequently informed USA Today that it had rights to the Welch column through the New York Times News Service/Syndicate, and that a Welch byline was added after the USA Today inquiry because, "others could be confused." [59]
