Abdoulaye Makhtar Diop (born March 14, 1945 in Dakar ) is a Senegalese politician who has served as a minister several times and has been the head of the Lebou as Grand Serigne de Dakar since 2013 .

Life

Abdoulaye Makhtar Diop completed a degree in public law after attending school and graduated in 1973 with a license en droit public . A subsequent postgraduate course at the École nationale d'administration et de magistrature (ENAM), he graduated in 1975 with a diploma. He then switched to civil service and was initially Deputy Secretary General in the Ministry of Economics and Finance between 1975 and 1978. From 1978 to 1980 he was cabinet director of the mayor of Dakar, Lamine Diack , and in 1981 he was general secretary of the National Society for Water Use in Senegal SONEES (Société Nationale d'Exploitation des Eaux du Sénégal) .

Diop was involved in the Parti Socialiste du Senegal (PS) and was a member of the Politburo, the National Secretariat and the Central Committee of the PS. In 1984 he became a member of the Dakar City Council and was a member of it until 1996. At the same time, he was Vice Mayor of Dakar between 1984 and 1996 and thus Mamadou Diop's deputy . During the tenure of President Abdou Diouf , he also took on various government offices and in 1988 became Minister for Youth and Sport (Ministre de la jeunesse et des sports) . He also held this ministerial office after Prime Minister Habib Thiam took office on April 8, 1991 to 1992. He was also Director General of the National Society for Water Use in Senegal SONEES from 1993 to 1995 and thereupon took over the post of Mayor of Dakar Plateau , one of the 19 boroughs of Dakar. He held this office for five years until the dissolution of the regional, city and local councils in 2001. In the cabinet of Prime Minister Mamadou Lamine Loum, he held the post of Minister for the Modernization of the State from July 3, 1998 to April 5, 2000 State (Ministre de la modernization de l'Etat) . On June 18, 2003, he resigned from the PS.

Abdoulaye Makhtar Diop is involved in the international football association FIFA (Fédération Internationale de Football Association) and has been a member of the ethics committee and a member of the court of arbitration there since 2007. In the cabinet of Prime Minister Souleymane Ndéné Ndiaye from 2010 to 2012, he served as Minister of State (Ministre d'Etat) , Minister of State for Sport (Ministre d'Etat chargé du Sport) and Minister for Civil Service and Employment (Ministre de la Fonction publique et de l'Emploi) . After Serigne Modou Kara Mbacké , with whom he had founded an electoral alliance, resigned, he was named a member of the National Assembly (Assemblée nationale ) on the list of the True Development Party ( PVD ) in the elections on July 1, 2012 du Sénégal) . In April 2013 he founded his own party, the United Socialists for the Rebirth of Senegal SURS (Socialistes Unis pour la Renaissance du Sénégal) , of which he is president.

In May 2013, Abdoulaye Makhtar Diop became head of the Lébou as Grand Serigne de Dakar . In the elections on July 30, 2017 , he was re-elected as a member of the National Assembly for the SURS.
