The Lower Saxony amateur league was the highest division in Lower Saxony football between 1949 and 1964 . The division organized by the Lower Saxony Football Association was located at the second highest level in the German league system until 1963 and in the last season at the third highest level. Since 1950 it has been known as the "Amateur Oberliga".

Between 1947 and 1949 the five-track state league was the highest division in Lower Saxony. Some clubs from Bremen played here before they switched to the leagues of the Bremen Football Association (BFV). 34 teams then qualified for the two-track Lower Saxony amateur league (initially without "Ober-"). The classification was based on geographical criteria. A planned resumption of clubs from Bremen was rejected at the BFV Association Day in 1950.

By 1952, the two season winners qualified for the promotion round to the Oberliga Nord . Lower Saxony then received three places in the promotion round. As a rule, the two relay winners and the winner of a play-off between the runner-ups took these places. However, if a champion waived - Eintracht Nordhorn did this several times - or if the amateur team of a league club became champions, both runners-up followed.

In most cases, the two bottom of the seasons had to relegate to the amateur league. The number of relegated teams could increase when teams were relegated from the league. In 1954, only the two bottom of the table were relegated, as two teams from Lower Saxony were promoted to the league and no one came down from there. The champions of the six, later eight leagues including (the names changed) played in a promotion round for promotion to the amateur league. From 1957, the season winners of the amateur league determined the NFV champions .

After the introduction of the Bundesliga in 1963, the Lower Saxony Association decided on another league reform. With the national league , a national league was introduced for the first time, for which the first eight teams of the amateur top division season 1963/64 qualified.

Masters and climbers

Teams in bold were promoted to the Oberliga Nord or, in 1964, to the Regionalliga Nord. In 1961, Eintracht Nordhorn was promoted to third in the west. In 1964, the runner-up in the eastern season 1. SC Göttingen 05 made it to the regional league.
