Andrea Raschèr

Andrea Francesco Giovanni Raschèr (born February 2, 1961 in Zurich ) is a Swiss lawyer and cultural journalist .

Life

Andrea Raschèr grew up in Zurich . During his time at an Italian-speaking elementary school and middle school at the Freie Gymnasium Zurich , he also studied flute and piano at the Zurich Conservatory . After studying law, he received his doctorate from the University of Zurich (UZH) in 1988 . His dissertation on questions of stage director's copyright was awarded the Professor Walther Hug Prize in 1990 . During his studies he continued his instrument training and worked as an assistant director for the theater and opera director Jean-Pierre Ponnelle .

In 1983 he directed Vincenzo Bellini's Norma at the Grand Théâtre de Bordeaux , Igor Stravinsky's Histoire du soldat at the Macerata Festival in 1987 , Giuseppe Verdi's Il trovatore (set and costumes by Toni Businger ) at the Bern City Theater in 1989 and Giuseppe Verdi's Rigoletto at the Trier Theater in 1994 . In 1995 he directed dialogue and had a small tenor role (un notaire) in the Herkulessaal of the Munich residence in the recording of Gaetano Donizetti's La fille du régiment with Edita Gruberová . He directed the dialogue for the recording of Ludwig van Beethoven's Fidelio under the direction of Sir Colin Davis .

In 2010 he obtained the Master of Advanced Studies in Supervision and Coaching in Organizations (MAS ZHAW) at the Zurich University of Applied Sciences (ZHAW).

Raschèr has worked as a consultant in consulting companies since 1988 . In 1995 he moved to the Federal Office of Culture as a lawyer , where he was a member of the Swiss delegation involved in drafting the Washington Declaration . In the 2000s, under the direction of Federal Councilor Ruth Dreifuss , he oversaw the drafting of the Cultural Property Transfer Act and at times found himself in publicly disputed conflicts of interest with art dealers and art collectors. He was also significantly involved in the formulation of a law on the promotion of culture and in the new version of the Pro Helvetia law. As head of the “Legal and International Affairs Division”, he was the head of the Swiss delegation for the drafting of the UNESCO Convention for the Protection of Cultural Diversity and a member of the mediating body of the federal authorities in the cultural property dispute between Zurich and St. Gallen , which was concluded in 2006. In 2006 he left the Federal Office and became head of the culture department at the Tages-Anzeiger . He has been running a private consulting company since 2007. He is also a lecturer in cultural and art law as well as cultural policy and a UNESCO expert on the protection of cultural property.

Raschèr has published a number of essays in particular on dealing with looted art in accordance with the principles of the Washington Conference on Works of Art from 1998. In 2014, in an interview with the NZZ , he doubted whether it would be feasible for the Kunstmuseum Bern , for moral and practical reasons, to assume the legacy of the Gurlitt Collection, which was burdened with restitution cases of Nazi-looted art and cedings of degenerate art .

He is on the scientific advisory board of the journal Kunst und Recht .

Raschèr is married to the opera singer Daniela Lojarro.
