The cup was played among a total of 24 participants. 16 clubs were subordinate to the English federation , as well as eight clubs of the Scottish FA . It began on July 30, 1977 and ended with the final second leg on December 5, 1977 at Ashton Gate Stadium in Bristol . As the defending champion, Nottingham Forest started the competition, which won against FC Orient in last year's final . Bristol City from England and FC St. Mirren from Scotland met in this year's final . Bristol won the final 3-2 on a return leg.
