Arthur William George Patrick Hay, 15th Earl of Kinnoull (born May 26, 1935 , † June 7, 2013 in Perthshire , Scotland ) was a British peer and politician of the Conservative Party .

Life

Family and education

Arthur William George Patrick Hay was born as the son of George Harley Hay-Drummond, 14th Earl of Kinnoull (1902-1938) and his second wife Mary Ethel Isobel Meyrick († 1938). In 1938 he inherited the title of 15th Earl of Kinnoull in the Peerage of Scotland (1633) and the associated title of 15th Viscount of Dupplin (Peerage of Scotland, 1633), 15th Lord Hay of Kinfauns (Peerage of Scotland, 1633) and the 8th Baron Hay of Pedwardine in the Peerage of Great Britain (1711). After his parents both died in 1938, Hay and his older sisters were raised in Gloucestershire by an uncle and aunt, Lord and Lady de Clifford .

He attended Eton College in Berkshire and the Royal Agricultural College in Cirencester .

Professional career and other offices

Hay worked as an independent real estate surveyor (Chartered Land Agent). He was a senior partner in the Scottish real estate company Langley Taylor Scotland in Edinburgh .

He was President ( President ) of the National Council on Inland Transport (1964-1976) and Vice-President ( Vice-President ) of the National Association of Parish Councils (1971). He was chairman ( chairman ) of the Property Owners' Building Society and Non-Executive Director of the Woolwich Building Society (now: Woolwich plc).

He was a member of the Agricultural Valuers' Association. He was a member of the Council of the British charity Royal National Mission to Deep Sea Fishermen since 1978 .

He has been the governor of St John's School, Leatherhead, Surrey , since 1985 . He was also ex-aequo Chairman ( Co-Chairman ) of the Regents Board of Harris Manchester College at Oxford University from 2000 .

He was a delegate of the Conservative Party to the Council of Europe (1983-1992).

Honors

In 1964 he became a Fellow of the Land Agents' Society (FLAS). He was a member of the Queen's Body Guard for Scotland ( Royal Company of Archers ) since 1965 . In 1970 he became a Fellow of the Royal Institution of Chartered Surveyors (FRICS). He was President of the Scottish Clans Association (1970). He was the patron of the Clan Hay Society .

Membership in the House of Lords

With the inheritance of the title of Earl of Kinnoull, Hay became a nominal member of the House of Lords after the death of his father on March 18, 1938 . However, due to his minority he could not become a member. When he came of age, at the age of 21, he immediately took up his membership under his British nobility title Baron Hay of Pedwardine. In the House of Lords he later sat for the Conservative Party . His first request to speak was on December 12, 1957.

From 1966 to 1968 he held the office of Junior Conservative Whip in the House of Lords .

Hay was an active member of the House of Lords for over 40 years. In the Hansard , Hays' contributions from the years 1957 to 1999 are documented. In November 1999, he last spoke up in the House of Lords. His membership in the House of Lords ended in 1999 with the House of Lords Act 1999 .

Private

Hay was married. On June 1, 1961, he married Gay Ann Lowson (* 1938), the daughter of Sir Denys Colquhoun Flowerdew Lowson, 1st Baronet. The marriage had four children, a son and three daughters. In 2003 he lived with his wife in the resort of Seaview on the Isle of Wight .

Hay died in Scotland at the age of 78. His title of nobility was inherited by his only son Charles William Harley Hay, 16th Earl of Kinnoull (* 1962); he works as a barrister .
