The sobering cell , colloquially in Switzerland and also Hotel Suff on the Upper Rhine , is the name given to rooms that are used to hold people under the influence of alcohol or drugs until they have finished their intoxication . Such rooms can represent a separate institution or be attached to a hospital , prison or other (for example a police station ).

Reasons for imprisonment in a sobering cell

The reason for imprisonment in a sobering cell can be that the imprisoned person is putting himself or others at serious and immediate risk. It is also possible that the person was imprisoned for a reason not related to the intoxication, but was intoxicated at the time of the arrest and that the police will therefore first want to sober the person under controlled conditions.

Furnishing and equipment

The term sobering cell is neither exactly defined nor a technical term. In the federal law of Switzerland it is not used. An ordinary prison cell , which is exceptionally used to sober up an imprisoned person, is also a sobering cell in this sense.

Specialized sobering cells are characterized - in comparison to normal cells - by a sparse facility. In many cases they are tiled throughout or at least for the most part to make cleaning easier. This is particularly important because of the consequences of alcohol intoxication , which can include vomiting and uncontrolled urination .

In order to prevent damage to property, sobering cells usually do not contain any movable furniture. The toilet is designed, for example, as a squat toilet and the bed is an elevation (also tiled) in the floor. As with other prison cells, an attempt is sometimes made to calm inmates down by keeping the room in a color that the operator hopes will have a calming effect. This is often pink . The effect of this is, however, controversial.

Since people who are placed in a sobering cell often have an unstable state of health (e.g. alcohol poisoning) and therefore require medical supervision, sobering cells are, among other things, attached to hospitals or cared for by medical specialists. This is the case in the canton of Zurich , for example .

costs

The operation of sobering cells is associated with considerable costs, depending on the equipment and support. The Canton of Zurich is assuming costs of 1.7 million francs per year for the operation of its sobering cells. If there is a legal basis, these costs can at least partially be passed on to the person to be sobered up in the form of fees, which is the case in twelve cantons .
