The Kehdingen cross is a planned link between motorways and country and district roads in the shape of a clover leaf. Near the Lower Saxony town of Drochtersen in the Stade district, it will  connect the planned A20  (with Elbe crossing) and A26 motorways and connect to the L111 and K27. It is part of the “ coastal motorway ” in Lower Saxony. The construction costs are estimated at around 109.5 million euros (as of 2018).

Formerly planned as the Drochtersen motorway triangle

Originally, as part of the planning for the A 20 in Lower Saxony ( A 22 until 2010 ) and the Elbe crossing, a motorway triangle at Drochtersen was planned. This was on the southern side of the A 20 near the K 28 and had connections to the Ritschermoorstraße (K28) and the Landstraße 111. A connection to the A 26 was not planned, as it was planned to end in Stade. The regional planning procedure for the Elbe crossing with the motorway triangle was initiated in 2007.

Planning as a cross in the shape of a clover and plan approval procedure

As part of a re-planning, a cross in the shape of a clover was provided instead of the motorway triangle to connect the A 20 and A 26. The A 26 will not end in Stade as originally planned, but will be connected to the A 20 including the Elbe crossing at the Kehdingen junction. In this context, the Kehdingen cross project was spun off from the planning process for the Elbe crossing and transferred to an independent planning process.

The plan approval procedure (approval procedure) for the Kehdingen cross was initiated on August 24, 2017. The documents were publicly displayed from September 18 to October 17, 2017. The public hearing took place on August 27, 2018 as part of the planning approval procedure. The plan approval procedure is currently not completed (as of December 2019). The Kehdingen junction is the link between the planned A 20 and A 26 federal motorways . It is part of the so-called coastal motorway and is located near the municipality of Drochtersen in the Stade district.

The A 20 forms the west-east axis at the motorway junction. From the Kehdingen junction, the A 20 leads southwest towards Himmelpforten and Bremerhaven .

To the northeast, the cross will be connected to the completed section of the A 20 in Schleswig-Holstein via the planned Elbe crossing near Bad Segeberg in Schleswig-Holstein . In addition to the A 20, a feeder to Landstrasse 111 (L 111) to the northeast is planned, this should run parallel to the A 20 and meet the L 111 in Drochtersen.

A connection to the A 26 towards Stade and Hamburg is planned to the south-east . Another feeder road is planned to the northwest, which will be connected to the existing district road 27 (K 27). In the medium term, traffic is to be routed via a new federal highway 73 from the Kehdingen junction to the Cadenberge bypass .

Traffic volume

The Lower Saxony State Authority for Road Construction and Transport (NStVB), which is responsible for construction, expects the following traffic volumes per day (24 hours) at the connections of the motorway junction in 2030 :

  • approx. 41,000 vehicles per day to the A20 northeast of the motorway junction
  • Approx. 46,000 vehicles per day to the A 20 southwest of the motorway junction
  • approx. 33,000 vehicles per day to the A 26 southeast of the motorway junction
  • approx. 21,000 vehicles per day at the northwest exit in the direction of K27

Discussions and controversies

Soil condition

The condition of the ground under the planned cross is a key factor in the planning. The Kehdingen area is located in the Elbmarschen , the soil of which is made up of layers of peat and clay. Citizens and environmental groups expressed concerns about the stability of the soil under the Kehdingen cross. The Lower Saxony Greens have repeatedly called because of these concerns to adjust the plans for the coastal highway, including the cross Kehdingens.

The Lower Saxony State Authority for Road Construction and Transport (NLStBV) pointed out in the course of the discussion on August 27, 2018 that when the coastal motorway was being built, the so-called "overflow method" would prevent the soil from sagging. Such a slump occurred in 2017 on a section of the already completed A 20 near Tribsees in Mecklenburg-Western Pomerania. There, the A 20 was built on concrete pillars as a moor bridge in the 1990s, without the soil along the route having previously dried out. With the overfill method, the marsh soils are first drained so that a solid subsoil is created. Several layers of sand would be poured onto the marshland. In addition, drainage pipes would be inserted into the ground in order to shorten the duration of drainage to a few years (instead of decades). The NLStBV emphasizes that the motorway embankment will only be completed and construction started when no more subsidence is to be expected.

Effects for downstream traffic

An investigation by the NLStBV comes to the conclusion that the downstream road network will in any case be relieved when the northernmost section of the A 26 (construction section 5a from Drochtersen to Stade) and the Kehdingen junction are completed (according to the study in 2030). Compared to a scenario without crossing the Elbe and construction section 5b of the A 26, the load on the L 111 would be reduced by 6100 vehicles per day and the K 27 / K 80 by around 7000 vehicles per day. After completion of all sections of the A 20, A 26 and the Elbe crossing, the NLStBV expects up to 6500 fewer vehicles per day on the L 111 and up to 9,200 fewer vehicles per day on the K 27 / K 80.

According to the NLStBV, most of the objections received in the context of the planning approval procedure , i. H. Statements from citizens and associations about "doubts about the suitability of the K 12 / K 27 as a feeder and [about] the demand for the Kehdingens to be cleared only with the seventh construction phase of the A 20." residents of the K 12 and K 17 had joined forces in July 2017 to form a " Citizens' Community Anti-Feeder". According to a report in the district newspaper "Wochenblatt", the members of the initiative feared heavy traffic and a loss in the value of their houses and properties.

In June 2019, on the initiative of the coastal motorway project group responsible for planning the Kehrdinger Kreuz, a dialogue group was established at the NLStBV, in which representatives of the district of Stade, the Hanseatic city of Stade , the municipality of Drochtersen, the municipality of Nordkehdingen , the state and the responsible bodies at the NLStBV come together. According to an article in the district newspaper “Wochenblatt”, the aim of the dialogue group is to “keep the burdens on residents and through traffic as low as possible after completion of the planned Kehdingen intersection”. According to a report by the Kreiszeitung Wochenblatt, the residents of K 27 would benefit from measures to increase traffic safety (e.g. new bus stops) as well as cycle and footpaths. The district of Stade is responsible for the traffic-friendly expansion of the K 27 . For this purpose, it receives financial support from the federal government.
