The Lower Saxony State Authority for Road and Transport (NLStBV) is in the land of Lower Saxony for the maintenance and organization of the transport system responsible. It acts as a state authority in the business area of the Lower Saxony Ministry of Economics, Labor, Transport and Digitization .
tasks
Road traffic is a major field of activity for the authority . It plans, builds and operates highways , federal highways , state roads and part of the county roads in Lower Saxony. In the field of aviation, the Lower Saxony state authority for road construction and traffic acts as the aviation security authority under the Aviation Security Act . It is also the supervisory authority for compliance with the tram construction and operating regulations for the Hanover city railway and the Braunschweig tramway , the supervisory authority for cable cars and the approval authority for the operating regulations of the Emsland Transrapid test facility . It also acts as the planning approval authority in Lower Saxony for federal highways , airports , trams , cable cars and high and extra-high voltage lines . The state authority also awards financial aid to improve traffic conditions in the Lower Saxony municipalities .

The regional business areas include road maintenance depots and motorway maintenance depots . The operations center of the State Office is centrally assigned to the Hanover regional division. The two telecommunications master offices and the traffic computer center are assigned to the central business area 4.
