The Landesbetrieb Verkehr (LBV) is a state enterprise of the Free and Hanseatic City of Hamburg and is responsible for traffic-related issues in Hamburg. Fall under

  • Documents for road traffic based on the legal principles and regulations ( StVG , StVO , FZV , FeV , StVZO , EG-FGV , FahrlG etc.), such as driving licenses and vehicle registration certificates (formerly vehicle registration documents and letters) as well as residents' parking permits
  • the entire parking space management in Hamburg
  • Granting of exemptions for road traffic obligations or documents
  • Conception of measures in stationary traffic and development of resident parking areas in Hamburg
  • Care of the vehicle fleet of the Hamburg administration

The LBA was founded by the Senate on August 6, 1996 with the consent of the citizens on January 1, 1997 and incorporated into the Authority for Transport and Mobility Turnaround (BVM) on July 1, 2020,

The Landesbetrieb Verkehr is a service company of the Free and Hanseatic City of Hamburg (FHH) with around 450 employees. It is managed according to commercial principles, in accordance with the rules of the Commercial Code (HGB), the State Budget Code (LHO) and special administrative regulations.

The LBV is certified according to DIN 9001 in the currently valid version. The LBV's quality management aims to ensure that business processes are economically oriented and geared towards the needs of customers and employees.

The LBV has six locations in the city. The traffic and parking space management activities are carried out from three additional locations.

Over 400,000 applicants are served annually, as well as commercial service providers. Through its parking and traffic management activities, the LBV has over 1.6 million customer contacts a year on six days of the week.
