Bärbel Ballhorn did an apprenticeship at the Institute for Teacher Education in Quedlinburg after graduating from secondary school and then worked as a lower school teacher in Aschersleben.
She passed the Abitur at the adult education center and trained at the Institute for Teacher Training “Erich Weinert” in Magdeburg from 1964 to 1968. Until 1991 she was a specialist teacher for German language and literature at the 2nd POS in Aschersleben. From 1965 to 1988 she was a volunteer career counselor teacher.
Bärbel Ballhorn is a Roman Catholic denomination and married.
Bärbel Ballhorn was non-party until November 1989. She was a founding member of the SDP in Aschersleben. She was also one of the founders of the AsF and the ASB in her home town. In the first state election in Saxony-Anhalt in 1990, she was elected to the state parliament via the state list of the SPD.
At the beginning of May 1992, Bärbel Ballhorn joined the DSU parliamentary group founded by Joachim Auer and was its deputy chairwoman. Bärbel Ballhorn became chairwoman of the newly founded taxpayers' party. In 1994 she joined forces with Gerd Brunner and the former members of the disbanded DS parliamentary group (German social parliamentary group, successor to the DSU parliamentary group and the non-attached MP Wilfried Hofmann ) to form the Independent Members of the Parliament (FUA). In 1994 she was a member of the 10th Federal Assembly .
