action

In public, Dr. Elena Kinder and Dr. Heep as a benefactor. With their company BabyCo - the global market leader for toddler products - they have just opened the large indoor amusement park Joyworld in Pasadena and are supporting orphanages. The orphanages serve to filter out those who are geniuses from among the numerous babies. These are kept and monitored in Elena's secret laboratory underground. Elena's goal is to decipher the baby's secret language, which exists in the first two years of life, when babies should have universal knowledge. Only then do they become part of the adult world and learn human language.

A particularly highly developed baby is Sylvester, who is barely two years old, known as Sly. He is brought up according to the principles of the revolutionary children's method. His twin brother Whit, in turn, grows up with Elena's niece Robin and her husband Dan. Both have adopted Whit and do not know that he has a twin brother. Only at the age of six does Elena want to compare the two children with each other to prove that the sterile child method is superior to normal parenting.

Sly is highly intelligent and keeps running away from the secret laboratory. One day he manages to escape from the laboratory premises through a diaper disposal company. He runs into Whit in a mall; Whit is mistaken for Sly by Elena's men and kidnapped. Robin mistook Sly for Whit and took him home. Elena quickly realizes in the laboratory that she has Whit in front of her. She now wants to conduct her comparative experiments earlier. Since Sly reveals himself to Robin and her husband, who can partially decipher the babies' secret language, Elena panics because her experiments on babies are illegal. She plans to give up her laboratory and relocate to Liechtenstein with the test babies. Whit telepathically shares Elena's plans with his twin Sly. Both babies are now recruiting the babies in their area to prevent Elena's plan. Sly hypnotizes the driver Lenny, who takes him and other toddlers to BabyCo and the adjacent Joyworld . This is also where Whit and the other small children flee. They manage to activate the amusement park attractions and thus keep their pursuers in check. Elena, in turn, is able to take control of Whit, but is prevented by Robin and Dan from escaping by helicopter. Robin also learns on this occasion that Elena is not her real aunt, as she was adopted herself.

Elena is finished. Robin and Dan adopt Sly. Dan's research on baby language comes to a sudden end, however, as Sly and Whit have now linguistically moved into the adult world.
