Belas is a county in Angola . It is part of the urban area of ​​the capital Luanda . The 2014 census showed 1,056,000 inhabitants. In 2019 the population was estimated at 1.27 million.

The well-known Ilho do Mussulo peninsula was in the district until the administrative reform in 2016, as was the congress center and the Belas shopping center , which have since been part of the newly created Talatona district . Belas is home to the Estádio 11 de Novembro , the campus of the Universidade Agostinho Neto , the private Universidade de Belas , the shopping center with amusement park Ulengo Glakeni Center and the Autódromo Internacional de Luanda car racing track .

Belas is a district ( Município ) in the province of Luanda , which was approved by the National Assembly on March 31, 2011 . The seat of the district administration is the city of Kilamba in the south of the Angolan capital. Following the administrative reform of November 2016, Belas County consists of the municipality of Barra do Cuanza and the municipal districts:

Infrastructure

In mid-2019, the World Bank approved the “Bita IV water supply” project, through which the Belas, Talatona and Viana districts are to be fully connected to the water supply network by 2025 . For this purpose, a water treatment plant with distribution centers in various parts of the city is planned in the village of Bita , to which water will be directed from the Cuanza River, 82 km away . So far the water supply in the area has only existed temporarily, is inadequate or does not exist. The project has a cost volume of one billion US dollars and is half funded by the World Bank.
