Cidade do Kilamba - Kilamba Kiaxi is a new district in Luanda , the capital of Angola .

history

Kilamba was officially opened on July 11, 2011 by President José Eduardo dos Santos . The new district is located on Luanda's southern bypass, the Via Expresso . At the opening ceremony, the president said verbatim, " Kilamba is the largest housing project ever built in Angola. On a global scale, it is a profound example of the country's continued social policies to address the housing shortage. " the reality is different in 2012. Most of the apartments are empty and are unaffordable for the population.

First construction phase

It was the first of a total of three phases of a residential project under construction. A total of 115 residential buildings with 3,180 apartments, 48 ​​shops, several shopping centers, hospitals, 24 kindergartens, eight elementary schools and nine secondary schools, an administrative area, sports and leisure facilities, hotels and restaurants, hospitals and clinics were built on an area of ​​54 square kilometers and released at least 17 public health centers; also fire brigade, police, cemetery, church and gas stations. In addition, 429 km of roads and an autonomous system for water treatment, electricity and telecommunications are being planned. It should be completed in December 2012 with a total of 20,000 apartments for a total of 120,000 people. The apartments cost between $ 120,000 and $ 200,000.

Another 60,000 apartments will be added by the time the project is finally completed. The ambitious project was created in previous years by the Chinese multinational China International Trust and Investment Company . In the final phase, around 500,000 people are to be accommodated in 80,000 social housing.

Financing, construction and situation

The financing was secured by the Industrial and Commercial Bank of China (ICBC), which has provided a line of credit of 2.5 billion US dollars for investments in Angola . Angolans were practically not involved in the planning and construction of Kilamba. Ten thousand workers from the state-owned China International Trust and Investment Corporation (Citic) stamped the monster city out of the ground.

Since only around 10% of the apartments in the satellite city had been sold by mid-2012, most of them are vacant because people cannot afford the purchase price of around € 95,000. Marketing and Management Kilambas has been assigned to two companies, the real estate agency Delta Imobiliária and the oil company Sonangol , in which high-ranking personalities like the current Vice President of Angola, Manuel Domingos Vicente , are involved.

After the prices for apartments were reduced from US $ 125,000 to US $ 70,000 in 2013, demand rose sharply, with 40,000 people living in Kilamba in 2013 and 80,000 by July 2015. However, half of the 20,000 home buyers were in arrears with their mortgage payments in 2019, and some have not made any installment payments for seven years.
