Urban development

After Angola's independence in 1975, Sambizanga experienced enormous, uncontrolled growth. It was characterized by extremely precarious living conditions. The security situation for the residents was also very poor, as the difficult access routes prevented the police from intervening. A large part of the inhabitants lived in miserable huts without water or electricity. The few streets were full of potholes, when it rained the water accumulated, mosquitoes and garbage accumulated. Sambizanga with its district Operário was and is partly still today the working-class district of Luanda. The proximity to the port also attracted many prostitutes to the area, where bars, pubs and cheap hotels could also be found. The security situation in the district remains so dangerous that the US embassy forbids its staff to walk on the street at any time.

Sambizanga has quarters on slopes with great sea views like Miramar or Boa Vista on the coastline. In 2001 the government decided to create exclusive residential areas with a casino, 5-star hotels, night clubs, restaurants, swimming pools and supermarkets for the country's elite. The embassies of Brazil , China , Japan , Russia and the USA are located in Miramar . The former President José Eduardo dos Santos also settled here after his resignation in 2018. 13,000 residents of the slums were forcibly relocated to a tent camp in Zango in Viana , and in 2006 another 4,000 residents. With these coercive measures, however, the government has made itself very unpopular with the population. A municipal requalification program for the district began in November 2011 and is expected to be completed within 20 to 25 years. New traffic routes are being built - like the viaduct on the slope of Miramar - roads are being widened and repaired so that traffic flowed considerably faster in 2017 and travel times to Ilha de Luanda , for example, were halved or to Cacuaco to a quarter. In order to be able to carry out the extensive construction work, many more families have to be relocated. These families were offered new apartments in the Zango district of Viana. In the former Ngola Kiluanje community of Sambizanga, 3,000 social housing units for US $ 141 million were built by the China Gezhouba Group Company within 18 months . The construction work also includes drainage channels for rainwater, water and electricity lines, water treatment plants as well as schools and health centers. A total of 400,000 families are to receive new apartments.
