Originally from Accra , Dwomoh was appointed FIFA referee in 1972 and was therefore allowed to play in international matches. During the qualifications for the world championship tournaments 1978 and 1982 he came to at least four game lines. Dwomoh headed in in Spain held 1982 World Cup group play between June 17, Czechoslovakia and Kuwait . He gave the Czechoslovaks a penalty in the middle of the first half , which Antonín Panenka converted. The previous foul by Kuwaiti Abdullah Mayouf on his opponent Ladislav Vízek is described as "almost harmless, not punishable". The game ended 1-1. Dwomoh was also used as assistant referee seven days later in the game between France and Czechoslovakia (1-1) .

Dwomoh was General Secretary of the Ghana Football Association and a member of the National Disciplinary Commission until 2006. After the former Ghanaian national players George Alhassan († July 26, 2013) and Emmanuel Quarshie († September 16, 2013) had died a few weeks earlier , Dwomoh died on October 2, 2013 at the age of 78. After Dwomoh's death, FIFA President Sepp Blatter wrote to the Ghana Football Association and expressed his condolences over the three deaths.
