Bolívar Pagán

Bolívar Pagán (born May 16, 1897 in Guayanilla , †  February 9, 1961 in San Juan ) was a Puerto Rican politician . Between 1939 and 1945 he represented Puerto Rico as a delegate ( Resident Commissioner ) in the House of Representatives of the United States .

Career

Bolívar Pagán attended public schools in Adjuntas and high school in Ponce . After studying law at the University of Puerto Rico and being admitted to the bar in 1921, he began to work in this profession in San Juan. In 1922 he became a judge in Fajardo . From 1923 to 1951 he was a member of the electoral committee of Puerto Rico. Politically, he was a member of the Partido Socialista there . In 1924 he became a member of the Coalición , which was formed after the Partido Socialista merged with the Unión Republicana . In 1924 he ran unsuccessfully for the House of Representatives of Puerto Rico ; from 1925 to 1929 he was city treasurer in San Juan. In 1928 he sought unsuccessfully to be elected to the Senate of Puerto Rico . From 1930 to 1933 he was a member of the local service commission. Between 1933 and 1939 he was a member and temporarily President of the State Senate. In 1936 and 1937 he was City Manager for the city of San Juan. He was a member of the American delegation of the Inter-Parliamentary Union . He was also active as an author and publisher.

After the death of Congress delegate Santiago Iglesias , Bolívar Pagán was appointed by the governor to succeed him in the US House of Representatives, where he took up his new mandate on December 26, 1939. After being re-elected, he could remain in Congress until January 3, 1945 . This time was marked by the events of the Second World War . In 1944, Bolívar Pagán declined to run again. Between 1945 and 1953 he was again a member of the Senate of Puerto Rico. Otherwise he practiced as a lawyer again. He died in San Juan on February 9, 1961.
