Pedro R. Pierluisi Urrutia (born April 26, 1959 in San Juan ) is a Puerto Rican politician . Since 2009 he has represented Puerto Rico as a Resident Commissioner in the House of Representatives of the United States . Since he was no longer running in 2016, he resigned from Congress on January 3, 2017. From August 2, 2019 to August 7, 2019, he was de facto governor of Puerto Rico.

Career

Pedro Pierluisi studied at Tulane University in New Orleans until 1981 . After a subsequent law degree at George Washington University in Washington, DC and his admission to the bar in 1984, he began to work in this profession. Politically, he was initially active on the staff of Congress delegate Baltasar Corrada del Río . He became a member of the Democratic Party and the Puerto Rican Partido Nuevo Progresista . From 1993 to 1996 he served as the Justice Minister of Puerto Rico.

In the 2008 congressional elections , Pierluisi was elected as a non-voting delegate to the US House of Representatives in Washington for four years, where he succeeded Luis Fortuño on January 3, 2009 . There he became a member of the Ethics Committee , the Justice Committee and the Committee on Natural Resources as well as three sub-committees and the Congressional Arts Caucus .

In November 2012 Pierluisi was confirmed in his mandate for a further four years. He prevailed with 48:43 percent of the vote against Rafael Cox Alomar of the Partido Popular Democrático . In 2016, he no longer ran for election. Instead, he ran unsuccessfully for governor of Puerto Rico. Jenniffer González was elected as his successor in the US House of Representatives .

Pierluisi is a supporter of President Barack Obama . He supported Hillary Clinton in the 2016 presidential campaign . He advocates the official admission of Puerto Rico as a regular state to the United States.

After Governor Ricky Rosselló announced his resignation as a result of the Telegramgate scandal , Pierluisi was nominated as Secretary of State on July 31, 2019 , and thus as the constitutional successor in the office of Governor. Perluisi was confirmed as Vice Governor by the House of Representatives of Puerto Rico on August 2, 2019. On the same day he was sworn in as the new governor of Puerto Rico. However, since the confirmation as Secretary of State from the second chamber of parliament, the Senate, was still pending, the legitimacy of the swearing-in as governor was often questioned. Following a complaint from the Senate, the Supreme Court of Puerto Rico ruled on August 7, 2019 that Pierluisi's swearing-in was not constitutional and that he could not remain in the office of governor. He was given until 5:00 p.m. on the same day to ensure an orderly transfer of the office. Wanda Vázquez Garced was sworn in as his successor .

In the preselection of the Partido Nuevo Progresista for the 2020 gubernatorial election, Pierluisi was elected as the party's candidate.
