José Miguel Gallardo

José Miguel Gallardo (born September 29, 1897 in San Germán , †  July 18, 1976 in San Juan ) was a Puerto Rican politician . In 1940 and 1941 he was twice acting governor of Puerto Rico.

Career

Nothing is known about José Gallardo's youth and schooling. During the First World War he served in the US Army . He worked as a teacher and later as a professor at the University of Puerto Rico . Politically, he joined the Democratic Party . Between 1937 and 1945 he was Minister of Education of Puerto Rico. He advocated a bilingual education for the children of his homeland. Gallardo was also a member of the American Association of University Professors and the Reserve Officers Association . He was also a member of a Masonic Lodge . With his wife Ida he spent most of his life in Río Piedras .

Gallardo has been appointed acting governor of Puerto Rico twice. First, he had this function held between 28 November 1940 and 3 February 1941 then again from 24 July to 19 September 1941. In the meantime, the former exercised congressman from Pennsylvania , Guy J. Swope , this office from . After the Japanese attack on Pearl Harbor on December 7, 1941, José Gallardo was responsible for converting his territory to defensive measures.
