The area of the municipality has a long history of settlement. Archaeological excavations show a settlement since the 3rd millennium BC. Trade relations with the Chinese Ming and Song dynasties in the Middle Ages have been proven. Luis Enriquez de Guzman and the Augustinian monk Alonzo Jimenez were the first Spaniards to reach the municipality in 1569. On May 16, 1672, the Spanish colonial authorities divided the area of the Sorsogon province into encomiendas . In January 1690 the first Bulan parish was established; however, it was destroyed in 1746 by an attack by the Moro pirates . On January 1, 1801, the community of Builan was re-established along the Mariboc River.
