In 2014, three CONIFA members applied to host the first CONIFA European football championship. In August it was announced that Abkhazia and Nagorno-Karabakh have withdrawn their applications for organizational reasons and that the competition will be held by Ellan Vannin . All games were to be played at The Bowl in the capital, Douglas . In February 2015 it was announced that due to the higher number of spectators expected, accommodation and the transport of fans in Douglas could not be guaranteed. Therefore, the group stage and the placement round are to be moved to two London stadiums. On March 15th, due to organizational and financial problems, the hosting rights were transferred from Ellan Vannin to the Szeklerland , which should now organize a tournament in Budapest . In April the relocation to Debrecen was finally announced.
On January 8th the lottery pots were announced, which should ensure that as many groups as possible have the same strength. The following lottery pots were created:

On April 27, the schedule was announced, and it became apparent that Franconia, Nagorno-Karabakh and Monaco had also withdrawn their participation. So now three groups of three teams were planned.
When the teams entered, the teams from Abkhazia, South Ossetia and Northern Cyprus were refused visas by the Hungarian authorities, so that only five teams remained from the original twelve. To get two more groups together, the team from Felvidék , which consists of the Hungarian minority in Slovakia , was added to the list of participants. The final group allocation was now as follows:
