Chaltmaagiin Battulga ( Mongolian Халтмаагийн Баттулга ,ᠬᠠᠯᠲᠠᠮ᠎ᠠ ᠶᠢᠨ
ᠪᠠᠲᠤᠲᠤᠯᠭ᠎ᠠ
, xɑɮt.maː.ɡiːŋ ˈbɑt.tʊ.ɮɐk , English Khaltmaagiin Battulga , born March 3, 1963 in Ulaanbaatar , Mongolia ) is a Mongolian politician . He has been President of Mongolia since July 10, 2017 . Before that, he served as a Member of Parliament ( Great State Chural , Ulsyn I Chural) from 2004 to 2016 and as Minister of Roads, Transport, Construction and Urban Development from 2008 to 2012. He was a candidate for the Democratic Party (Ardchilsan Nam) in the presidential election 2017 and won 50.6% in the runoff, the first runoff ever in the history of modern Mongolia.

Life

youth

Battulga was born in Ulaanbaatar as the second child of his family . The family had a traditional ger (ᠭᠡᠷ) in the Yarmag Ger district in Ulaanbaatar after losing everything in the flooding of the Tuul River . Battulga grew up there and also attended the local secondary school. After 8th grade, his teacher recommended sending him to a school with an artistic focus. He graduated there in 1982. During this time he sold his paintings to tourists in the Bayangol Hotel Area, which also taught him English .

His father was a trainer for Mongolian wrestling (Böch) and also trained his son. Battulga was a member of the Mongolian National Wrestling Team from 1979 to 1990 and won the 1989 World Cup in Ulaanbaatar. The struggle enabled him to travel at a time when Mongolians were still prohibited from traveling abroad. Battulga was awarded the Merited Sportsmen of Mongolia Prize in 1995 and became Chairman of the Mongolian Judo Federation in 2006. Under Battulga's leadership, Mongolian judokas won Olympic gold for the first time ( Naidangiin Tüwschinbajar ).

In 1990 Battulga set up a sewing shop and sold jeans in Germany and Hungary . That made him $ 600, enough to buy a video camera and set up an export-import business with electrical goods from Singapore in Mongolia, Russia and Eastern Europe.

Battulga was a huge fan of the movie The Godfather , which is why he named his first company Genco . This nickname has accompanied him ever since.

Genco acquired shares in state-owned companies such as the Bayangol Hotel and the Makh-Impex meat factory during the privatization campaigns in 1997 and 1999 . In the 1990s, the Genco Group founded Mongolia's first taxi company ( City Taxi ), a Sapporo retail chain , a lottery, restaurants and nightclubs, and the mill and bakery company Talkh Chikher LLC .

politics

In 2004 Battulga became a parliamentarian for Bajanchongor-Aimag Province . He was re-elected in 2008 and 2012.

Battulga demands that every Mongolian citizen should benefit from the country's mineral resources, in accordance with Article 6.1 of Mongolia's Constitution . There it is stipulated that the mineral resources should be managed taking into account national economic security and this with a view to the development of all forms of property and social development of the population. Because Mongolia has no connection to the sea, Battulga regards the development of a uniform railway system as vital in order to maintain the global competitiveness of the national mining industry. In addition, he is fighting for an expansion of the manufacturing industry in order to be able to absorb the cyclical fluctuations in the raw material market and to be able to offer qualified jobs so that local purchasing power is increased. For Battulga, agriculture is one of the most important economic factors with more than 60 million livestock and there are bulk buyers in the surrounding countries. Even cashmere - and leather products can be marketed well.

Based on these considerations , Battulga sponsored the expansion of rail freight traffic in Mongolia (Railway Policy). On June 24, 2010, Parliament approved an expansion program for 5,600 km of railway lines with 84% of the votes, which will allow access to ports in China and Russia. There are to be three transport corridors between China, Russia and Europe as well as an industrial area in Sainschand .

Because of Mongolia's limited resources, Battulga calls for multilateral international participation in development policy and wants to avoid bilateral arrangements with neighboring countries. Therefore, he takes an offensive stand against the exploitation of natural resources by a small group of large entrepreneurs. Even as Minister for Infrastructure Development and Industry, Battulga encouraged international companies from various sectors to participate, including Bechtel Enterprises, BNP Paribas, Deutsche Bank, Guggenheim, Fluor, McKinsey & Company, Nippon Koei, Pillsbury Winthrop Pittman Shaw LLP, Samsung, Sidley Austin LLP, Taylor Wessing, Air Liquide (France), Baotou Steel (China), Dandong Port (China), Overseas Infrastructure Alliance (India), OAO Russian Railways, Rao UES (Russia), Sembcorp (Singapore), Sinohydro (China) and Steel Authority of India Limited.

On November 3, 2012, the government of Mongolia announced that 1,800 km of railway lines were to be built (phase 1 & 2 of the Railway Policy), to which various shareholders such as the Hong Kong Mongolian Mining Corporation reacted positively.

Battulga was responsible for the conclusion of the Memorandum of Cooperation between Governments of Mongolia and Japan during the state visit of Prime Minister Shinzo Abe on October 22, 2015. In it Japan expressed its interest in investing in the construction of the railway line from Tawan Tolgoi to Sainschand, which the Route connects to the Trans-Mongolian Railway Network and allows access to ports. Further plans for Chinese, Russian and Japanese investors in exchange for coke from Mongolia have been drawn up. Investment agreements have been signed with the Japanese government, Japan Bank for International Cooperation and major Japanese trading companies.

Battulga often criticized the dependence of the Mongolian economy on a single trading partner and has therefore often experienced strong attacks from the shareholders of the coal mines.

Battulga was elected President of Mongolia in July 2017.

social commitment

Battulga supported the erection of the Genghis Khan equestrian statue near Ulaanbaatar. The monument has become a major tourist attraction.
