In 1969 he founded and published the magazine Young India , which promoted the spread of the socialist worldview.

In the early 1970s he became the inner-party center of resistance against Indira Gandhi's dictatorial administration. This opposition resulted in his imprisonment with other like-minded people during the time of the state of emergency in India from 1975-77 . After his release, he was elected the first President of the Janata Party in 1977. The Janata Party led a government coalition under Prime Minister Morarji Desai from 1977 to 1979 . Shekhar organized a grouping within the new party, resigned with it and founded the Socialist People's Party. With the help of a few votes from the Congress Party, the Bharatiya Janata Party and the two communist parties, he became Prime Minister five days later. However, he had to give up the post after six months after he had lost the support of the Congress party. He remained a member of the Indian Parliament ( Lok Sabha ) and headed the Samajwadi Janata Party .
