The town was founded in 1878 or 1879 when Reverend CG Stevens came to the area and opened a church and post office. At that time he called the border settlement Red Gap. In 1881 the rails of the Houston and Texas Central Railway were laid, which crossed the Texas and Pacific Railway near Red Gap, which had been built a year earlier , after which the settlement was moved to the intersection of the two railway lines.

Three years later the city was officially listed and a new post office was opened. The city was named after John A. Cisco , a New York financier and manager of the Houston and Texas Central Railway.

Conrad Nicholson Hilton , the founder of Hilton Hotels , came to town in 1919 to buy a bank. But since this was too expensive, he bought a hotel without further ado and thus laid the foundation stone for the Hilton Hotels.

During the oil boom in 1919-21, the city played a rather subordinate role, but the population rose to over 15,000 for a short time. The city gained notoriety in the 1920s as the site of the fighting between the Ku Klux Klan and the Texas Rangers , as well as the Santa Claus bank robbery on December 22, 1927, with the unbelievable sum of 12,000 dollars and 150,000 at the time Dollars in securities were stolen.
