The Consolidated Intelligence Center ( CIC , German: United Intelligence Center ) in Wiesbaden is an intelligence facility of the US Army Europe under construction , on the grounds of the Lucius D. Clay barracks in Wiesbaden-Erbenheim , formerly Wiesbaden Army Airfield , about eight kilometers southeast of Wiesbaden city center. According to the US Army, the purpose of the facility is to support the US armed forces with tactical theater of war support and strategic intelligence functions. This also indicates that data fusion will take place at this location .

2012 The army announced the construction of an intelligence center ( Consolidated Intelligence Center ) for 91 million US dollars and an information processing center ( Information Processing Center or Gray Center on) for 30.4 million US dollars.

The construction companies involved must have security checks, the building materials are imported from the USA and monitored on the way to Germany.

The center should contain a Sensitive Compartmented Information Facility (SCIF) for information with different degrees of confidentiality . The cost of this is $ 33.8 million.

Headquarters Public Affairs spokesman Bob Close confirmed that construction should be completed by the end of 2015.

The staff of the Dagger complex in Griesheim is also to be relocated here. This includes around 1,100 "Intelligence Professionals" (intelligence officers) and "Special Security Officers" (security officers).

In connection with the surveillance and espionage affair initiated by Edward Snowden in 2013 , Der Spiegel reported on July 7, 2013 that the facility would also be used by the NSA . Use by the NSA was denied by the US Army in July 2013. The President of the Federal Intelligence Service (BND), Gerhard Schindler , confirmed to the Bundestag Interior Committee that it was a wiretapping center of the US secret service NSA.

At the beginning of 2013, OBG Engineering was awarded the contract for the planning and construction of a multi-storey car park for the Consolidated Intelligence Center with 600 parking spaces and a multifunctional sports field ( baseball , football , soccer ).

Ulla Jelpke , domestic political spokeswoman for the Left Party's parliamentary group , said that by accepting an NSA surveillance center in Wiesbaden, the federal government was making itself “an accomplice in one of the biggest spying scandals in the history of the Federal Republic”.

The SPD and the Greens in the Hessian state parliament demand clarification from Interior Minister Boris Rhein ( CDU ) about the control center.

Felix Kisseler, deputy chairman of the Green parliamentary group in the Wiesbaden Council, described it as a "scandal" if a wiretapping center were to be built in the immediate vicinity of DE-CIX , the world's most heavily used Internet hub , in Frankfurt.

According to the Frankfurter Allgemeine, the state government of Hesse is also not informed about the purpose of the facility. According to the journal from June 2014, a request was sent to the federal government.
