Constantin Băbălău

Constantin Băbălău (born March 7, 1926 in Capu Dealului , Brăneşti , Gorj County ) is a former Romanian politician of the Romanian Communist Party PCR (Partidul Comunist Român) , who was minister several times and ambassador to Mexico between 1980 and 1988 . Later he was a member of the social democratic party PSDR (Partidul Social-Democrat Român) and the Greater Romania party PRM ( Partidul România Mare ) , which he represented from 1996 to 2000 as a member of the Chamber of Deputies .

Degree, engineer and party official

Constantin Băbălău, who became a member of the Romanian Communist Party PCR (Partidul Comunist Român) in 1946 , studied at the Mining Institute in Petroșani and then worked as a mining engineer. He also graduated from the Academy for Social and Political Sciences (Academia de Stiinte Sociale si Politice) " Ștefan Gheorghiu " and was an instructor in the Central Committee Department of Economics between 1954 and November 23, 1959. Subsequently he was on November 23, 1959 Secretary of the Craiova Party Committee and on May 25, 1965 a member of the Office of the Party Committee of the Oltenia Region . On October 8, 1965, Băbălău became a member of the Supreme Council for Economic and Social Development and Vice President of the State Planning Commission and held these functions until 1968. He then became first secretary of the party committee in the Dolj district in 1968 and at the same time president of the executive committee of the people's council of this district and held both positions until December 11, 1972. At the tenth party conference of the PCR (August 6 to 12, 1969) he became a member of the Central Committee (ZK) of the PCR and was a member of this body until the Twelfth Party Congress of the PCR (November 19 to 23, 1979) . At a Central Committee plenum on February 11, 1971, he also became a candidate for the Executive Committee of the Central Committee and held this position until the Eleventh Party Congress of the PCR (November 24 to 27, 1974) .

Minister, Member of Parliament and Ambassador

On December 18, 1972, Constantin Băbălău switched to the government and took over as Minister for Electrical Energy (Ministrul energiei electrice) as the successor to Octavian Groza in the Maurer V cabinet . He held this ministerial office between March 29, 1974 and October 26, 1974 in the Mănescu I cabinet . From 1974 to 1975 he was economic secretary of the party committee in the Prahova district and from 1975 to 1976 deputy head of a Central Committee department. In 1975 he became a member of the Grand National Assembly (Marea Adunare Națională) and represented constituency No. 9 Corod in this until 1980 . During his parliamentary membership he served as secretary of the Grand National Assembly between March 22, 1975 and July 9, 1977. He then acted between November 1976 and January 25, 1977 as the first secretary of the party committee in Gorj district and at the same time as president of the executive committee of the people's council of this district. On January 27, 1977, he replaced Bujor Almăşan as Minister for Mining, Petroleum and Geology (Ministrul minelor, petrolului și geologiei) in the Mănescu II cabinet and held this ministerial office until December 15, 1977, after which Vasile Patilinetr took his place.

After his resignation from the government Băbălău was on March 28, 1978 Vice-President of the Executive Committee of the People's Council in the Prahova district and then in 1979 economic secretary of the party committee of this district. On June 6, 1980, he was appointed Ambassador Extraordinary and Plenipotentiary to Mexico and held this post until April 13, 1988. After the collapse of communism and the overthrow of the neo-Stalinist dictator Nicolae Ceaușescu in the course of the revolution on December 22, 1989 , Constantin Băbălău was a member of the social democratic party PSDR (Partidul Social-Democrat Român) and the Greater Romania party PRM ( Partidul România Mare ) , which from 1996 to 2000 he represented constituency no. 20 Gorj as a member of the Chamber of Deputies (Camera Deputaților) .
