Cornel Pacoste

Cornel Pacoste (born July 15, 1930 in Peşteana-Vulcan , Ciuperceni , Gorj district ; † July 12, 1999 in Bucharest ) was a Romanian politician of the Romanian Workers' Party PMR (Partidul Muncitoresc Român) and from 1965 PCR (Partidul Comunist Român) , the between 1984 and 1989 he was a candidate for the Political Executive Committee of the Central Committee (ZK) of the PCR and from 1985 to 1986 Secretary of the Central Committee. He also served as First Deputy Prime Minister between 1986 and 1989.

Life

Degree, hydraulic engineer and university lecturer

Pacoste attended from 1941 to 1949, the Tudor Vladimirescu - school in Targu Jiu and then began a degree in hydraulic engineering at the Institute of Civil Engineering in Bucharest, which he in 1953 as hydraulic engineer graduated. Subsequently, he was Secretary of the Union of Young Workers UTM (Uniunea Tineretului Muncitor) at the Institute for Construction for a year.

He then worked successively between October 1953 and 1964 as a research assistant and finally as head of the workshop at the Technical University of Building in Bucharest . In 1955 he joined the Romanian Workers' Party PMR (Partidul Muncitoresc Român) as a member. Between 1954 and 1956 he was also President of the Trade Union Committee at the Institute for Construction and a member of the UTM City Committee in Bucharest, and from 1956 to 1961 Secretary of the UTM in Bucharest District VI Lenin . He was also a member of the UTM Central Committee between June 30, 1956 and August 20, 1960.

During this time, 1959 completed a two-month training course in structural engineering in Moscow and in structural dynamics in Leningrad . In October 1961 Pacoste became a lecturer in structural engineering at the Institute of Building and also acted as secretary of the party committee there between 1961 and 1964 and, since 1962, as a member of the party committee of the Bucharest University Center. In 1962 he was Vice Dean at the Faculty of Civil Engineering at the Institute for Civil Engineering. In addition, between 1963 and 1964, he completed a nine-month advanced training course in plasticity theory and the calculation of plastic structures in Liège .

Vice Foreign Minister and Central Committee Secretary

After his return to Romania, Pacoste resumed teaching part-time in 1964, but was a full-time member of the secretariat of the party committee in the University Center Bucharest between 1964 and 1971 and most recently from 1971 to October 9, 1973 first secretary of the Party Committee in the University Center Bucharest. Pacoste then acted as Deputy Minister for Foreign Affairs between October 9, 1973 and January 23, 1980. He was elected a member of the Central Committee for the first time at the Eleventh Party Congress of the PCR from November 24 to 27, 1974 , and was a member of this body until November 23, 1979. At the same time, he was since November 3, 1976 a member of the Central Committee for Affairs of the Party and State Cadre and since September 23, 1980 a member of the Committee for Affairs of the People's Councils.

On February 9, 1980 Pacoste became First Secretary of the Party Committee and First Vice-President of the Executive Committee of the People's Council in Arad County and held this position until July 17, 1982. He then acted between July 22, 1982 and November 14, 1985 as First Secretary of the Party Committee and President of the Executive Committee of the People's Council in Timiș County . On December 18, 1982, he became a member of the Central Committee again and was a member of it until December 22, 1989.

At the same time Pacoste was elected at the thirteenth party conference of the PCR from November 19 to 22, 1984 as a candidate for the Political Executive Committee of the Central Committee, of which he was also a member until December 22, 1989. In 1984 he was awarded the Order of Labor First Class (Ordinul Muncii) for his services .

Between November 14, 1985 and August 26, 1986 he was also secretary of the Central Committee of the PCR. In 1985 he became a member of the Grand National Assembly (Marea Adunare Națională) and represented the constituency of Timiș in this until December 22, 1989 . While he was in parliament, he was chairman of the Committee on Education, Science and Culture from March 29, 1985.

He then held the functions of First Deputy Prime Minister (Viceprim-Ministru) and member of the Executive Office of the Council of Ministers from August 26, 1986 to December 22, 1989 . Furthermore, between February 5 and November 11, 1987, he was also President of the Government Commission for Cooperation and Romania's representative at the Council for Mutual Economic Aid (Comecon). In 1988 he was also a member of the Central Committee's office for questions of economic cooperation and international relations between parties and states.

After the revolution in December 1989 , Pacoste was sentenced to 20 years in prison for accessory to murder. In 1997 the sentence was reduced to 10 years in prison.
