The DB project Stuttgart-Ulm GmbH (abbreviation DB PSU ) is a project company of Deutsche Bahn for the rail project Stuttgart-Ulm ( Stuttgart 21 and Wendlingen-Ulm ). The company, based in Stuttgart, was entered in the commercial register on July 24, 2013 and has been managing the construction of Stuttgart 21 since September 1, 2013. The company has also been entrusted with the design and management of the first two components of the Stuttgart digital node , the on Stuttgart 21 should be realized by 2025.

Purpose and structure

The project company aims to streamline processes, improve decision-making processes, risk management and the interaction with project partners. The changed project structure should also bring more efficiency. The project should also assume budget responsibility for both major projects. The company should report directly to the Group's Board of Management for Infrastructure. The project company was founded on the recommendation of the McKinsey management consultancy and an auditing company.

At the end of June 2013, the composition of the four-person management was announced. On August 1, 2013, the industrial engineer Manfred Leger should be appointed chairman. The previous overall project manager, Stefan Penn , will retain responsibility for operational project management. The lawyer Peter Sturm is to take over the area of risk and contract management . Harald Klein will continue to head the controlling of the project. Leger was ultimately appointed on September 1, 2013. He is the fifth project manager since 1994.

In addition to the company, an advisory board is to be set up, which will primarily include external experts as advisors. On June 19, 2013, the Supervisory Board of Deutsche Bahn AG appointed the now five-member project advisory board. Herbert Lütkestratkötter was appointed chairman , until 2011 CEO of Hochtief . In addition, Klaus Grewe , (including overall coordinator of the construction work for the 2012 Olympic Games ), Professor Bernd Hillemeier , trade unionist Regina Rusch-Zimba and civil servant Günther Hoffmann ( Federal Ministry of Transport ) were appointed. In addition to the project company, an asset company is planned to manage the project partners' financial contributions. The project communication (communication office) and the tower forum should remain organized in an independent association and not be integrated into the project society.

history

The company takes over the projects from DB ProjektBau . Before that, from 1996 to 2001, DBProjekt GmbH Stuttgart 21 was entrusted with the two projects. The company became part of DB Projekt Süd GmbH , which in turn was merged with other companies to form DB ProjektBau GmbH in October 2003 .

The board of directors of Deutsche Bahn decided on May 28, 2013 to found the new company. It should be founded on July 1, 2013. The articles of association were signed on July 9, 2013 and the company was entered in the commercial register on July 24, 2013. The ten sub-project managers relocated their offices directly to the construction sites on the verge of founding the company.

On December 2, 2013, a control and profit transfer agreement was concluded with Deutsche Bahn AG.

According to DB, around 200 employees of Deutsche Bahn were taken over into the company on comparable terms. Overall, the workforce is to be expanded to around 400 employees. At the end of 2014, the company said it had 365 employees. The company employed 307 people in April 2015. In 2015, 100 employees should be hired, in 2016 and 2017 200 each. In September 2015 it had 330 employees.

With an entry in the commercial register dated February 4, 2015, Stefan Penn resigned as managing director. Olaf Drescher has been the technical director since February 1, 2018 . The management again consists of four people. Since Peter Sturm left the company on December 31, 2018, the management has consisted of three people.
