Stefan Penn

Stefan Penn (born January 24, 1967 in the Palatinate ) is a German civil engineer and business economist . From 2011 to September 2013 he was project manager of the Stuttgart – Ulm rail project ( Stuttgart 21 and the new Stuttgart – Wendlingen line ), and from September 2013 to January 1, 2015, he was the project's technical project manager.

Career

After completing his studies, Penn set up fiber optic networks first in Germany and then in Europe . He dealt with hotels before finally building fiber optic networks again in the United States . In 2002, Penn became commercial director of the Stuttgart 21 project. From 2002 to 2005 he was director of project controlling.

In 2005 he moved to the DB project center in Karlsruhe . Among other things, he was in charge of the Katzenberg tunnel . In 2007 he became the overall project manager for the new and upgraded Karlsruhe – Basel line .

With effect from June 1, 2011, he was appointed overall project manager for the Stuttgart – Ulm rail project. Penn replaced Hany Azer , who resigned in this role in May 2011. His project team initially comprised a hundred employees and should double in size. He was succeeded as head of the Karlsruhe – Basel project on August 1, 2011, by Matthias Hudaff, previously head of the major project at Berlin Brandenburg Airport . According to a media report from November 2012, Penn was about to be replaced as project manager, according to information from the Deutsche Bahn environment.

As part of the foundation of the DB project Stuttgart-Ulm GmbH , he was appointed as one of four managing directors, responsible for project management and engineering. The industrial engineer Manfred Leger took over the management . According to his own statements, his tasks are unchanged.

At the end of November 2014, Deutsche Bahn AG announced Penn's departure on January 1, 2015, without giving any reason. A decision about his successor should be made shortly. Penn wanted to turn to new tasks in the DB Group. Project critics saw this as a signal that even leading employees no longer believed in the implementation of Stuttgart 21. With an entry in the commercial register dated February 4, 2015, he resigned as managing director. His position was initially not filled again. On February 1, 2018, Olaf Drescher was appointed technical director.

Others

Penn is considered a down to earth person. Critics complain that he has not yet fully got through a major project and therefore does not have enough experience. As a project manager, Penn has hardly had any public appearances so far (as of November 2012).

Penn is married and lives three quarters of an hour by train from Stuttgart.

According to his own statements, he worked for Harsco Rail from 2016 to the beginning of 2018 and has been an independent consultant ever since.
