DFBnet

DFBnet is a networked IT system consisting of several online-based software modules that are used to organize and manage German football. The software is developed and operated by DFB GmbH, a wholly-owned subsidiary of the German Football Association (DFB) . In addition to the DFB and its member associations at regional and state level, the group of users also includes the football clubs organized under it.

history

In April 2002, the German Football Association founded its 100% subsidiary DFB-Medien GmbH & Co. KG through DFB-Wirtschaftsdienste GmbH in order to create a uniform, internet-based work platform for organizing football matches. In coordination with all member associations, a common IT system was designed and implemented that pursues the following goals in particular:

DFBnet has been continuously developed since it was launched in 2002 and now supports almost all organizational requirements of football associations and clubs. In 2017, DFB-Wirtschaftsdienste GmbH was renamed DFB GmbH. Then the DFB-Medien GmbH & Co. KG merged into the DFB GmbH.

The client and main user are the DFB and the five regional and 21 state associations organized under the umbrella of the DFB, which use DFBnet either in full or selected modules from it.

The typical work in the association offices is carried out via the DFBnet Association, DFBnet Pass and DFBnet License. The modules summarized under the heading DFBnet SpielPLUS are particularly relevant for the activities of the voluntary functionaries, such as relay leaders, district chairmen and referee starters. Football clubs are another user group. The modules DFBnet Match Operations, DFBnet Match Report, DFBnet Pass Online, DFBnet Registration Form and DFBnet Postfach are used by both the association and the club. DFBnet Verein and DFBnet Finanz are aimed exclusively at clubs. A user ID is required for access to DFBnet. The rights and roles required for the respective purpose are assigned to the ID via the DFBnet user administration. The allocation and administration of the IDs is carried out by the regional associations.

Range of functions

All software modules grouped under the umbrella brand DFBnet - with the exception of DFBnet Verein and DFBnet Finanz - access a central database. Common resources are therefore only managed in one place and can be used by the other applications. The DFBnet modules are developed in the Java EE programming language and are made available to authorized users as web applications on a decentralized basis. The only technical access requirement is a computer with internet access and a common browser. The use of special hardware is not required.

DFBnet game operations

The DFBnet Spielbetrieb module is used to plan, schedule and manage championship, cup, tournament and friendly matches. First the relays are planned. Using the information from the framework schedule, the season calendar and the venue availability check, the software enables the schedule to be generated automatically according to a uniform schedule key. Up to one hour after the end of the game, the respective home teams report their results online, by phone, SMS, iPhone or Android app, which is also incorporated into the application. On the basis of this, the tables of the championship relay are calculated.

DFBnet referee appointment

The DFBnet referee assignment supports the allocation of available and suitable referees for all matches planned via the DFBnet match operations. Based on the contact data, qualifications and assessments managed in the application, the software only suggests referees with sufficient qualifications, primarily the smallest possible distance between home and venue, and a balanced frequency of use. The referees can manage their so-called "free appointments" themselves so that they are only used for future game management if they have time. The scheduling can be done manually or fully automatically. All assigned referees receive an e-mail generated from the system and can confirm the appointment via a link contained in the e-mail.

DFBnet match report

The DFBnet match report is the electronic version of the official match report sheet on which, among other things, team line-ups and match events such as substitutions, goals or penalty cards are noted. The software, which was originally developed for the Bundesliga, has been increasingly replacing the paper form in the amateur sector since 2006. Due to the dovetailing with the modules DFBnet Match Operations, DFBnet Referee Approach and DFBnet Pass, the match date, venue, referee and player are included. Home and visiting teams can put together their squad online in advance; the opponent can only see the data after approval shortly before the start of the game. An automatic check for the right to play or any existing blocks via the interfaces to the DFBnet Pass and DFBnet sports jurisdiction as well as the league-specific rules protect against incorrect entries.

DFBnet sports jurisdiction

The DFBnet sports jurisdiction maps the processes in the sports courts at the DFB and regional association level. If, for example, a red card was noted in the match report, the relay manager either creates a case in the DFBnet sports jurisdiction himself or reports the matter to the responsible sports court, depending on the association's legal system. Via the interfaces to DFBnet match operations and DFBnet match reports, the software accesses required data such as match date and pairing, responsible referees or players deployed, so that hardly any manual entries are required when handling the case. A pre-suspension is automatically imposed in the DFBnet match report, which prevents the player from playing until the verdict. The final penalty is also included in the DFBnet match report module, taking into account the pre-suspension. Judgment documents are created with the help of sample texts and can be sent from the application to the addressees' DFBnet mailboxes.

DFBnet pass

DFBnet Pass is used in the passport offices of the associations and supports all processes from the initial registration of a player to regional, national and international club changes to passport printing. The right to change provisions stored in the application, which can be configured for specific associations and according to age group, enable automatic determination of the right to play and the waiting periods.

DFBnet license

The DFBnet license module manages trainer and referee licenses as well as the courses for acquiring or extending qualifications. The software covers the entire event management. This includes the online presentation of the course offerings with a connected registration function, the management of content and participants, the documentation of results and the printing of ID cards / certificates. Financial accounting programs can be connected via an interface or supplied with the relevant data via exports from a DFBnet license.

DFBnet Association

The typical administration processes in the offices of the football associations are handled by the DFBnet Association. The software is mainly used to manage association structures, clubs, committees and honors as well as person and address management . In addition, the creation of dynamic distribution lists and serial documents , the organization of meetings with a connected travel expense accounting function and various options for calculating membership fees are supported. DFBnet Association is only accessible via a virtual private network (VPN) that has been set up in all association offices.

DFBnet Pass Online

With the DFBnet Pass Online module, football associations can enable their clubs to apply for new player passes and change clubs over the Internet. The application is forwarded to the passport office of the responsible association and processed there. With the association-specific, configurable change-over rights provisions stored in the application, the association can automatically determine and grant the right to play for the new player. In addition, clubs have the option of using the DFBnet Pass Online to access their teams' eligibility to play on a daily basis. The module was piloted by the Württemberg Football Association in the 2009/10 season and has since established itself as process support in other associations.

DFBnet mailbox

DFBnet Postfach is a closed mail system that guarantees spam-free and virus-free communication as well as the legally binding delivery of official documents, such as sports court judgments or invoices, from the DFBnet applications or from mailbox to mailbox. All regional associations, the clubs organized under them and their officials have a DFBnet mailbox. The administration of the mailboxes is carried out by the regional associations.

DFBnet registration form

The DFBnet registration form replaces the paper registration form with which the clubs register their teams for the game on the dates set by the association. In addition to teams, club master data, venues and information about club officials are also transmitted to the association via the DFBnet registration form. The previous data is already shown and can be updated in the event of changes outside of the reporting times. Through the integration into the rest of the DFBnet application structure, the registered teams and venues flow automatically into the DFBnet match operations. Club master data and officials can be found in the DFBnet Association.

DFBnet Verein / DFBnet Finanz

(productive since 2007/2009)

The online-based association software supports the administration of departments, contributions, members, officials, committees and honors. Membership fees can be processed via an automatic direct debit with a data carrier exchange procedure. In contrast to the other DFBnet modules, DFBnet Verein uses a separate database. Each club can only access the content it has entered.

With the optional additional module DFBnet Finanz, the accounting requirements of clubs are covered. The financial accounting software systematically maps all tax areas of non-profit associations and supports secure document entry through integrated plausibility checks. In addition, DFBnet Finanz offers evaluations for the tax revenue surplus invoice, a multi-level dunning system, the creation of payment proposals and an automated advance tax return.
