Brigadier General Heinz Büchner is the commander of the Bundled Special Forces (GSK) of the German Armed Forces. When ordered to the Hardthöhe , he receives an order that initially appears to be the perfect opportunity to prove the skills of his newly created special forces. In the Caucasus , a group of terrorists who are planning an attack on the headquarters of the US armed forces in Heidelberg is to be eliminated. In this attack, a " dirty bomb " is said to be used, which would not only destroy the army equipment, but also lead to a nuclear contamination of the area. The case of defense seems to be given.

Büchner sets the unit on the march under the command of his son, First Lieutenant Christopher Büchner. During the preparation phase for the deployment, various things become apparent that could become a real problem in the course of the action. Oberleutnant Büchner refuses the regular assessment by the unit's psychologist, Oberfeldarzt Leisen. Colonel Koczian, Büchner's deputy, as well as the member of the Bundestag Benedict Hohndayer and Büchner's ex-wife Ellen doubt the legality of the operation for various reasons. And gradually facts come to light that make this doubt appear more than justified.

Nevertheless, the GSK unit is sent to the Caucasus. There Oberleutnant Büchner got into a situation in which, due to a decision of conscience, he endangered both the security of his unit and the political justification for the operation conveyed to the public. The unit returns to Germany with a suspected terrorist on board.

A committee of inquiry tries to clarify the affair and determine who is responsible.
