Franco-German Navy Association

The Franco-German Navy Association (DEFRAM; French: Force Navale Franco-Allemande, FNFA) is an association made up of parts of the German and French Navy , which is regularly activated for a limited period of time for training purposes.

history

With a view to the formation of the Franco-German Brigade in 1989 and the Eurocorps in 1993, the navies of both countries decided on a similar cooperation. Unlike the brigade, the naval unit should only be composed temporarily and with different units. Given its political importance, the first activations and deactivations were carried out by high-ranking military representatives from both countries, while later becoming routine operations. DEFRAM was deactivated in 1994 by the Inspector General of the Bundeswehr , General Klaus Naumann and his French counterpart Admiral Jacques Lanxade .

DEFRAM was activated for the first time in 1992. The respective host nation is responsible for the operational management. An agreement on the tasks of the association has existed since 1996, which provides for crisis management as well as exercises. In many cases, other units of the German, French and other navies were involved in the exercises of the association.

The association has only been used twice, in 2003 and 2004, for an operational task in the larger context of Operation Enduring Freedom , which has been criticized by the French Court of Auditors.
