The City Under the Sea is a 1953 adventure film directed by Budd Boetticher and starring Robert Ryan and Anthony Quinn . It is based on the book Port Royal: The Ghost City Beneath the Sea by Harry E. Rieseberg .

Brad and Tony work as rescue divers on the Caribbean island of Jamaica . One day they are hired by Dwight Trevor to find The Lady Luck , a ship that is believed to have sunk with all its passengers and gold bars worth a million US dollars.
There is no trace of the ship. But there is a sunken city, the city of Port Royal , which was destroyed by an earthquake in 1692. In fact, gold bars worth $ 1 million were lost in a recent earthquake and they are part of an insurance fraud initiated by Trevor.
Trevor wants to prevent the divers from finding the gold and will stop at nothing to make his plan work.
